Pre Work Programme Local Authorities GLA • Concerns over Primes • In conflict over territory / jobs • Need to join up local services • – challenging with 3 in each CPA • Engagement on other services • Eg, Health and Skills • challenging with 3 prime model • Need to market WP locally without • confusion • Mayor keen to make WP work • (historically national programmes • Not as successful) • Opportunity to utilise influence with • employers to support with jobs • Utilise influence in London generally • to support WP.

Prime Collaboration Advantages • Key areas where joint working maximises opportunity • “Hide the wiring” to employers with joint working models. • Joint marketing and information to local stakeholders. • Maximise join up of local services • Competition lies in internal quality of delivery. • Drives competition and prime performance through peer group meetings. Employment MOU signed between Primes September 2011 Recruitment of Supplier Skills Manager January 2012 205 Vacancies 135 interviewed 66 Job starts April To date More strategic Link up with Tfl Jobs with Skills June – agree 4 projects for Joint working/ investment Identify other opportunities in specific sectors (i.e. Retail, construction, Health) Future

  6. The Story So Far... Skills Hackney College Pilot with East London Primes December 2011 Primes collated immediate Skills needs per borough January 2012 AOC and Primes Events To engage March 2012 Reviewing by June referral and Another event in the summer on Best practice relationships On going

Health Primes represented on LMHEP Created NHS & Primes Working Group to develop joint strategy Initial discussions with National Treatment Agency Group November onwards Meeting all JCM of DAAT services Present to Service User Council Proposal on joint working with NHS January 2012 Meet with deliverers of DAAT by Borough Begin DAAT Training in some boroughs for advisors on provision March 2012 Review progress with NTA and Mental Health Leads Identify opportunities for piloting links with MH services May 2012 Seeking MH and DAAT provision with one point of contact Public Health – cascading all services to Primes Identifying gaps for future co comissioning Looking at possible job opportunities in NHS On going

  8. Further Development • Primes interested in further joint investment (Financial/ Resource/ Time) • “TFL model” • Needs to have minimum numbers of jobs and sustainability. Looking for join up of other provision and investment to maximise sustainability. • Regeneration Projects • Assessment of proposed regen programmes and decided on 4 projects of joint working. • Specific large employers : • NHS • Cross Rail • Supermarkets • Encourage workshop with large employers – how could joint working maximise recruitment strategy and employment outcomes for both?

Further Development/ Purpose What we are not representing • Developing the same supply chain/ programme • Work Programme London Lobbying body (Still remains ERSA) What we can represent • Simplify Employers access to our customers • Simplify Commissioners / key stakeholders route to work with us (ie NHS, Local Authorities, colleges) • Look to integrate local provision for our customers and guidance on best partners to work with. • Identify local issues and create solutions. (Universal Credit, Ex Offenders, Housing)
