  2. 11.b. (1) Objective of PREE • To provide a broad review of EE goals, EE strategies, institutional setup, and policy measures in all sectors for a volunteer economy; • To provide recommendations for a volunteer economy based on best/high performancepractices in order to implement best practices in as many economies as possible.

  3. 11.b. (2) Follow-up PREE • In 2012, the Follow-Up PREE is designed to assist former PREE host economies in implementing the original recommendations of the PREE review teams. • The objective is to fill the gap between the implementation of energy efficiency action plans and the monitoring and evaluation of those plans.

  4. 11.b. (3) 2nd Follow-up PREE (The Philippines) • In PREE Phase 4, though the second Follow-up PREE was originally planned in Thailand for the transportation sector, it was postponed due to domestic situations in Thailand. • Instead, the Philippines is planning to host the second Follow-up PREE for its transportation sector in September 2014.

(4) future of PREE • Given the resource constraints of APERC, APERC decided to reduce the number of peer reviews per year. • One PREE and one Follow-up PREE(in total two) in 2012 and 2013 ↓ • One PREE or one Follow-up PREE (in total one) after 2014 • However, a concept note for PREE Phase 5 was rejected at 2014 Session 1 of APEC/BMC. ⇒APERC needs advice from EWG members whether APERC should continue PREE or not.

(5)Objectives and Activities of CEEDS Objectives of CEEDS • To promote “high-performance” energy efficiency policy measures in developing economies in the APEC region. • To assist developing economies who wish to design and implement measures for achieving energy efficiency improvements in a specified sector. Activities of CEEDS: • Analysis / Study on energy saving potential • A set of two workshops to study on how the best practice policy measures might be implemented in the selected sector

(6) Replacement for CEEDS • CEEDS was a very complicated project: • Two workshops in two different economies • The same participating delegates and expert speakers for both workshops in principle. • Given the resource constraints of APERC, it was necessary to much simplify the scope of the project . • Twoworkshops for severalEconomies, invitingsame several experts twice for the both workshops ↓ • Oneworkshop open to all Economies, inviting fewerexperts once

(6) Replacement for CEEDS • This Workshop is • To be integrated into PREE (i.e. no longer an independent project) • To be renamed ex. “Energy Efficiency (EE) Policy Workshop” • To select the topics from the key issues highlighted in the previous PREEs • To be held in conjunction with one of the two bi-annual meetings of EGEE&C (Expert Group of Energy Efficiency and Conservation)

(6) Replacement for CEEDS • However, as the APEC budget for PREE Phase 5 including this new workshop was not approved. ⇒ it is still uncertain whether APERC can launch the new workshop. • However, a concept note for PREE Phase 5 was rejected at 2014 Session 1 of APEC/BMC. ⇒Again, APERC needs advice from EWG members whether APERC should continue PREE or not.
