Water Operators Partnership - LAC • Launched as a collaboration between IDB and UN-Habitat • Cooperation among operators to improve efficiency and performance • WOP meeting in Bogotá, Colombia (October 2007): • IDB committed to look for funding to contract a consultant to develop a proposal to establish the WOP-LAC, a structure and a budget • Andesco Congress in Cartagena, Colombia (June 2008): • Proposal was presented to about 30 water utilities to receive their comments and suggestions • Revised proposal was distributed among operators at the end of July 2008

Proposed structure and Organization Secretariat: IDB and UN-Habitat jointly perform that task Three windows Window 1: Twinning arrangements among operators Window 2: Promotion of good-practices through capacity building in operation, and strengthening of national and regional associations Window 3: Administration, management and promotion. Fund-raising Management Committee: is composed of 8 operators, IDB, UN-Habitat and AIDIS General Assembly: all members

Proposed structure and Organization Training and capacity building Training workshops: 3 workshops in 2008 (Wastewater treatment in Jamaica, WWT in Santiago de Chile and Non Revenue Water reduction in Guadalajara, Mexico) Training workshops in 2009 will include Energy efficiency, non revenue water and specific workshops requested by operators (e.g. e-procurement) Promotion of WOP-LAC: Development of a web site to facilitate exchange of information and dissemination of good practices, case studies

Partnership between SABESP (Brazil) and SEDAPAL (Peru) • Objectives: • Evaluate the feasibility of implementing an advanced procurement system, allowing an electronic management of the tender cycle in SEDAPAL • Strengthen human and management capacities in order to exploit as much as possible the potential of e-procurement • Standardize and improve transparency of the procurement and contracting processes of SEDAPAL • Status: SEDAPAL is implementing the system in its facility

Partnership between Aguas Andinas (Chile) and Sedapar (Peru) • …learn about the experience of Aguas Andinas on management, administration and operation practices, that brought about the current service quality • Visit the installations, infrastructures, operation procedures • Conduct working sessions with professionals and experts of Aguas Andinas to identify critical areas in the management of SEDAPAR.

Objectives Assist in the improvement of the water and sanitation service of ENACAL Assist specifically in the area of information technology Activities In-depth analysis of the information technology used in ENACAL Presentation of progress in information technology of EPM Exchange of experiences on business operations Status: Enacal has contracted a company to assist with information technology Partnership between EPM (Colombia) and ENACAL (Nicaragua)

EMAAPQ of Quito, Ecuador and SADM (Metropolitan Water and Sanitation operator of Monterey, Mexico) Objective: get to know the Water Culture program of Monterey and its characteristics; present a diagnosis of the situation in Quito; form a joint team and prepare an action plan to effectively reduce water consumption in Quito. SABESP of Sao Paulo, Brazil and AyA (Water and sanitation institute of San José, Costa Rica) Objective: The two companies signed a 5-year “umbrella” agreement for transfer of technology in the area of water loss reduction, assistance with design, construction and operation of water and wastewater facilities and institutional strengthening. New twinning arrangements in 2009

Follow-up of the twinning arrangements is key to make the WOP work effectively Twinning arrangements can be followed by a larger type of technical assistance from “recipient” operators: procurement rules need to be taken into consideration Need to identify “quick gains” in the company so that results from the twinnings are visible in the short term (e.g. NRW and energy efficiency) Most “recipient” operators ask for assistance to cover the costs of travel It is critical to diversify sources of funding to make WOP a viable network in the long term Lessons learned
