  1. IECEE/CMC Workshop Japanese Industry’s Perspective on the Use of IECEE-CB Scheme for Trade Facilitation 25 June 2007 Toshiyuki Kajiya Chair, Japanese National Committee on IECEE Vice-chair, Conformity Assessment System Committee of JEITA delegated from Matsushita Electric Industrial Co., Ltd.

  2. JEITA & its Product Characteristics JEITA stands for ; JapanElectronics &InformationTechnologyIndustriesAssociation, - the second largest industry association in Japan next to automobile industry, - consisting of 500 electronics and IT equipment manufacturers, - reaching approximately 20 trillion JPY in its annual business turn over, - having more than 1000 overseas manufacturing subsidiaries worldwide Product & its Business Characteristics; - Consumer oriented and serial production based - Unified product design intended for global marketing - Safety & EMC, & RoHS recently, are major regulated area - Multi-national operation in key-functions of manufacturing

  3. Typical Example of Multi-national Operation Japan Conformity assessment for mass-production Europe Planning R&D Production Local Suppliers U.S.A To enable successful multi‐national operation, it is essential that unified conformity assessment among countries, where design, production, and market supervision activities are conducted. Design Others IEC based design and CA is the most appropriate measures Conformity assessment for product

  4. Basic Data on Conformity Assessment Requirement Example: Safety requirement for TV broadcasting receivers ► Among 74 countries/regions stipulating regulatory requirement; - All countries/regions has transposed, or has made reference to, the IEC safety standard IEC60065 for their conformity assessment - Countries/regions implementing mandatory certifications prior to product marketing; 32 (CIS, Middle-East & Far-East Asia, etc.) - Countries/regions implementing manufacturer’s/supplier’s self verification system (SDoC) ; 42 (EU, Eastern Europe, Australia, New Zealand, etc.) Product design to IEC standard & use of IECEE-CB scheme are the essential tool for worldwide one-stop testing !

  5. Our Industry’s Contribution to IECEE-CB Scheme - Extracted from 2006 statistics - Total number of CB certificates issued worldwide in 2006: 50,278 Others:15% OFF:43% OFF + TRON + HOUS 42,729 TRON:17% HOUS:25% OFF + TRON + HOUS 42,729 (85%) CB certificates issued by Japanese 4 NCBs: 10,985 (22%) Note: “OFF” means certificates for IEC60950, “TRON” for IEC60065, and “HOUS” for IEC60335 series of safety standards.

  6. Committee Structure Contributing IECEE Operation Conformity Assessment Board (CAB) IEC Council Board IECQ Objective IECEE IECEx Strengthening of Japanese influence by reflecting industry’s opinion to promote sound operation of IECEE-CB Scheme IECEE-CMC JISC: Japanese Industrial Standards Committee JISC Japan Secretariat: METI-AIST National Mirror Committee on IECEE IEC/CAB National Committee Secretariat: JSA Secretariat: JEITA CBTLs JET Yokohama/Kansai Labo Regulators JQA Tokyo/Kita-kansai Labo Industries TÜV-Rh/JP Osaka/Yokohama/I-Tec, etc. 4 NCBs UL Japan Ise/Yokohama Labo

  7. Our Experiences/Findings on the Use of IECEE-CB Scheme - Positive Aspects - ► For countries/regions stipulating mandatory product certifications, CB certificate/test report is; • Accepted by national regulators without duplicated testing in; Russian GOST-R, Chinese CCC, Korean EK marking schemes, & many others… • Accepted by non-IEC member countries/regions even in ; Hong Kong EMSD, Taiwan BSMI, & GCC national authorities… ► For countries/regions accepting SDoC, CB certificate/test report is used for; • Supportive measures to pursue manufacturer’s accountability in the conformity of product safety; European CE marking, Australia/New Zealand, and others…

  8. Our Experiences/Findings on the Use of IECEE-CB Scheme - Negative Aspects - ► Regulatory Obstacles There are countries/regions whose national mandatory certification scheme include not only safety but also other requirements in one mark • Russian GOST-R; Safety + EMC + Sanitary/Hygienic + … • Chinese CCC, Korean EK marking schemes; Safety + EMC Inclusion of other regulatory arena in one mark reduces the value of CB scheme ! ► Standard Obstacles Timing in national transposition of updated IEC standards is different from one country to another • IEC 60065 for Audio/Video: 5th Edition – 7th Edition • IEC60950 for ITE: 3rd Edition – IEC60950-1 Such different version prevents our unified product design principle !

  9. Industry’s Focal Points on Conformity Assessment For Regulators For CABs Global Acceptance Assessment Quality Tested once, accepted everywhere  Laboratory competence  Skills & experiences  Data quality created TBT observance Partnership Mutual recognition For Consumers For Manufacturers User’s Awareness Cost Effectiveness  Conformity marking  Safe product operation  Education  Localized services  MTL integration  Minimum formality Simultaneous Product Launch on Global Market

  10. Our Expectation to CB Scheme Operations - 1 - To gain its global reliance - 1. Peer Assessment vs. Formal Accreditation NCB/CBTL competence is currently retained by peer assessment under IECEE, rather than by formal accreditation, which causes sometimes confusion, especially in developing countries. IECEE may need to clarify the equivalency of both methods to convince them. 2. MTL Integration in the Scheme MTL is one of the most welcome tools in the scheme but there are everlasting questions on the equivalency of MTL & CBTL. Further improvement of ODs may be necessary in IECEE 3. Quantitative Data Creation Reliance to product conformity is NOT put on the certificate itself but the quality of test report created by issuing NCB/CBTL. This is effective especially in non-IEC member countries/regions.

  11. Our Expectation to CB Scheme Operations -2 - To gain its global reliance - 4. Factory Inspection/Surveillance Product testing is just a part of overall conformity management process in the product chain. Continued conformity of product after testing by factory inspection of mass production may need to be more focused. 5. Assistance to non-IEC members There are developing countries/regions of non-IEC members that need assistance for building up of their common CA infrastructure. IECEE may set up expert group to assist such regional schemes as; - GCC Regional Conformity Assessment Scheme for safety - ASEAN Harmonized EEE Agreement for safety/EMC

  12. Sustainable ConformanceActivities in Product Chain ► Investigation of applicable technical regulations ► Set-up of measures to achieve required conformity ► Feedback of market information Planning ► Conformity design to; IEC/CISPR + industry/in-house safety standard Design ► Securing of conformity by periodic design review ► One-stop certification by IECEE-CB scheme Verification ISO9001 Conformance Structure ► Purchase contract for conforming parts/material supply ► Periodic second-party audit for continued conformity Purchasing ► Conformity to CENELEC/CIG021 for production control ► Periodic factory inspection by NCB Production ► Gathering & analysis of market information ► Securing of product trace-ability by serial number ► Set-up of measures to regulator’s market surveillance ► Information disclosure & accountability by records Marketing
