  5. Complete an accurate assessment of current in-state licensed behavioral health agencies and individuals on capacity and program expansion/ reconfiguration capabilities.   6. Expand in-state residential and community-based capacity for children in out-of-home care through systematic and collaborative strategic planning.   8. Ensure uniform system of care is in place statewide through best practices/ quality and accountability for all treatment of WV's out-of-home children. A standardized DHHR Referral Process & Provider Response process with tracking component built into the Families and Children Tracking System (FACTS). Task Team Leader-Laurah Currey Develop & implement best practice guidelines for treatment of WV’s out-of-home children. Develop specialty specific task teams to explore creative, best practice recommendations to serve those service gaps identified in the initial out of state review, APS survey, Judges Survey, Regional Clinical Reviews, and Service Array Assessments. Research proven practice models and identify services and programs in WV that have demonstrated sustainable treatment effects over time per each target population indicated and provide written finding with recommendations in report Develop a resource guide that can be utilized to guide decision making by those responsible for obtaining treatment for children with clinical needs.
