Problem Statement: Malpas does not currently have an approved Village Design Statement or Neighbourhood Plan to determine how the village will develop over the next 20-25 years Objective Statement : To construct a comprehensive 20-25 year Neighbourhood Plan for sustainable growth in Malpas and have it adopted as part of the CWaC Local Plan by March 2014 Malpas 20:20 Vision Charter • Voice of the Residents (VOR): • Qualitative VOR research carried out with residents over the phone, face to face, via email or at their organised events. In addition data from the 2007 parish survey for the Malpas Parish Plan and the draft Village Design Statement will be considered during the construction of the plan. • Estimated Cost of Implementation: (tbd) • £?? • Individual volunteers time • Meeting room hire • Advertising material and hardcopies of the plan • Stationary • Risks: • Insufficient specialist resource & lack of community support • Lack of project sponsorship and specialist support from Cheshire West and Chester Council (CWaC) • Lack of funding • Deliverables: • 20-25 year Neighbourhood Plan adopted by Cheshire West and Chester Council as part of their Local Plan • 51% of the residents support for the plan Project Scope: • Benefits: A Neighbourhood Plan will give residents an opportunity to have a say as to how their community might develop Regular consultations will help to bind the community together, and allow more individuals to take pride in their village. Timing: 2 hours (7:00pm – 9:00pm) Frequency: Date? / Day? /Monthly Venue: To be determined Attendees: Steering Group Members, CWaC Liaison Officer and other invited guests relevant to agenda items • Purpose: • To progress the production of the Malpas Neighbourhood Plan to adoption standard. • To monitor delivery against the Project Plan through analysis of sub-group and financial reports and by taking the appropriate actions. • Objectives: • Review Operational & Financial Reports • Review expenditure against budgets • Identify variances and issues • Agree actions to address • Standard Agenda Items: • Review previous Action Log • Review of Financials • Review of Sub-Group Reports • Review of Requests Received • Discuss themed issues and actions to address • Plan the subsequent / new activities • Agree new Action Log • Inputs: • Agenda • Previous Action Log • Financial accounts • Reports • Requests / ideas Received • Outputs: • New Action Log • Malpas Parish Council Monthly update report • Ground Rules: • Start and finish on time • Come prepared for the meeting • No secondary conversations • Open and honest communication • Seek an action or decision • Silence is agreement • Individuals are responsible for assigned actions • Mobile phones off Malpas 20:20 Vision – Steering Group MeetingsTerms of Reference: (draft)
