  3. What is a Long Range Transportation Plan? A Long Range Transportation Plan (LRTP) is a minimum of a 20-year vision of our transportation system for the future Each Metropolitan Planning Organization, or MPO, is responsible for developing their respective LRTP. LRTPs are updated every 5 years; this LRTP plans through the year 2035. The LRTP identifies improvements to all modes of transportation.

  4. What is an MPO? MPO abbreviated for Metropolitan Planning Organization. Collier MPO sets transportation policy and develops transportation plans. MPOs were established as a condition to receive federal funds. Collier MPO is governed by a 9-member Board representing various jurisdictions in the County. For this LRTP, both Collier and Lee MPOs are working together and coordinating their efforts to ensure regional compatibility.

  5. How does the MPO update the previous LRTP? A specific process is used to update the LRTP to the next 5-year horizon. The steps taken to accomplish this task are shown on the next slide. 2035 2010

Let's Review the Goals and Objectives GOAL 1 - Multi-Modal A multi-modal transportation system that is balanced and integrated with all transportation modes to ensure safe and efficient movement of people and goods. GOAL 2 - Safety and Security A transportation system that is safe and secure. GOAL 3 - Emergency Responsiveness A transportation system that enhances emergency responsiveness and evacuation. GOAL 4 - Sensitive to Socio-Cultural Elements A transportation system that is sensitive to the effects to the socio-cultural elements of the communities, the community character and environmental resources.

  8. Goals and Objectives - continued GOAL 5 - Sustainability A sustainable transportation system that enhances economic growth and anticipates development demands. GOAL 6 - Optimize through Technology A transportation system that is maintained, optimized and expanded using the best available technologies and innovations. GOAL 7 - Financial Feasibility A transportation system that is financially feasible. GOAL 8 - Agency Coordination A transportation system that is coordinated through local, regional and state agencies and based on effective integration of transportation, land use, conservation and smart growth planning.

Throughout the process, we involve the public in many ways: • We prepared a Public Participation Plan to help guide our outreach activities and our methods of communication. • We reached out to many minority, tribal and low-income populations to provide information and opportunities to comment. • We met with numerous interest groups, organizations and agencies to update them on the LRTP process and obtain comments. • We identified the various planning communities to • make sure we understood their make-up. • We defined a means of tracking all activities and • comments to ensure they were considered • during development of the LRTP.

  11. How does the MPO determine the needs of the County? The MPO must determine the transportation needs of the County based on future travel demand. The MPO uses a computer model to determine needs and identify future transportation improvements.

  12. What is the transportation model? The MPO uses a computer model to help analyze and plan for current and future transportation needs. This model imitates human behavior while traveling. Various factors are used in the model to determine transportation needs.

  13. What factors are used in the model? A variety of factors are used in the model, including: Population Employment Proposed Developments Land Uses Existing Traffic Counts

  14. How does the MPO determine the population used in the model? The MPO uses the Bureau of Economic and Business Research (BEBR) data to determine future population in the County. BEBR provides 3 different population ranges in Collier County: low, medium and high. For this LRTP, the Collier MPO used the medium population figures.

  16. So, What is Next? Once the MPO identifies the needs of the County, they must prioritize the projects in terms of what the County can afford. Unfortunately, the needs of the County are greater than available funds. It’s a difficult task, let’s give you a try!

  19. Next Steps Next, the MPO will identify the proposed transportation projects on the Needs Plan that the County can afford to build with available funds. Once identified, these projects will be shown on a “Cost Affordable” map.

  20. Project Prioritization Prioritizing projects based on funding is a very difficult decision, and does not satisfy the overall needs of the County. However, the process works well in getting many of our needed transportation improvements built.
