  3. SPG Coordination Group (SCG) • Formed to: • Foster coordination between the SPGs • Assist WECC in developing it’s 10-year plan • Ad-hoc Group • Charter approved 4-21-10 • Purpose • Mission • Membership • Voting • Organization

Subregional Planning Group (SPG) Primary Role • Preparing a “Foundational Transmission Projects List” that WECC can use a starting point for their 10-year plan. • The “Foundational Transmission Project List” will not provide sufficient transmission additions for the 10-year time frame • Need to know where new resources (supply or demand side) will be located before a complete transmission plan can be developed • WECC will build on SCG foundation to meet resource policy goals and mitigate congestion • WECC may also remove or change projects that are in the SCG list • The SCG will also provide a list of “Potential” Projects that WECC can utilize to integrate resources and mitigate congestion

How the SCG Selected the Projects • Screened projects for regional significance based on voltage level • All proposed 500 kV and higher projects • 345 kV projects unless the project is deemed not to be a backbone facility • Projects above 200 kV that are deemed to be backbone facilities • Applied criteria to screened projects to assess the level of certainty of project construction

Foundational Transmission Project List Criteria • Must Meet at least one of the following: • Sponsor is required to build project to reliably serve load or to meet firm commitments for transmission service, or • Project is necessary to integrate WECC LRS Class 0 or Class 1 resources, or • Project sponsor(s) has a firm commitment to fund project construction. • SCG is currently using eleven indicators, including: • Are major equipment orders placed? • Is permitting actively underway or completed? • Are there executed project participation contracts?

  11. Other SCG Activities • SPG’s will remain active in the various WECC groups to support the development of the WECC Plan • Working to synchronize SPG planning processes with each other and WECC • SPG’s will complete reliability analysis of the WECC Plan • Planned to be initiated after WECC completes their 10-year plan • Probably will be completed by the SPGs as part of their normal reliability assessment cycles
