  1. JET Meeting Report- Agreement on IDN Registration Policy - Mar. 11, 2002 Kazunori Konishi, Kenny Huang (JPNIC) (TWNIC)

  2. What is JET? • Joint Engineering Team for Internationalized Domain Names • Members: CNNIC, JPNIC, KRNIC, TWNIC • Observers: IETF IDN WG Chair, VGRS • Last Meeting: Mar. 4-6, 2002 in Bangkok

  3. SC/TC vs. Age (personal observation!) • Simplified Characters(SC) are easy for children: • Easy to write • Small number of the character set • Traditional Characters(TC) are often preferred by senior folks: • Beautiful characters with a writing brush, etc. (Executives are often requested to write their beliefs with a writing brush) • Identity of ancestry

  4. What was the dispute? • Chinese(CNNIC & TWNIC) insisted to adopt 1:1 SC/TC equivalence in the protocol layer: Pros: Easy access Cons: Complex normalization • Japanese(JPNIC) insisted not to adopt any SC/TC equivalence: Pros: Self-Identity & Simple system Cons: DRP cases

  5. Registration Policy Agreed 1. Registration policy MUST comply with the IETF Standards. Language specific solutions SHOULD comply with the appropriate language standards. 2. Variants of CJK domain names MUST be handled in the registration policy. 3. Variants of CJK domain names MUST be reserved for or delegated to the same registrant.

  6. Registration Procedure 1. Unified 1:multiple SC/TC equivalence table should be edited for CJK; characters recommended for a language can be designated. 2. A Registrant should select the language(s), and require the registration of his own choice. 3. Activation of the requested domain name(s) & Reservation of the equivalence(s) should be provided by the Registry, within the language-based character set. 4. The registrant can require the activation of the reserved equivalent domain name(s) at any time.

  7. Schedule • 2002.3.20 IETF Draft on IDN Registration Policy. • 2002.6 Unified TC/SC equivalence table for Chinese/Japanese/Korean domains names • 2002.? Informational RFC on IDN Registration Policy ICANN Recommendation on IDN Registration Policy <Further technical developments are also expected!>
