COVs bring external, expert judgment to review • the integrity, quality, and effectiveness of the NSF program’s merit review processes and management and • the resulting portfolio of awards made. • But we no longer ask COVs to consider the results of NSF investments (we communicate results in other ways).

  3. COVs: Options for portfolio review • Option A: generic questions on balance, representation, award size and duration, integration of research and education, innovation, overall quality • Option B: questions tailored by each division to specific program/division goals • AC thoughts?

  4. OPP’s Proposed COV Approach for CY 2012-2013 • Each Science Division holds a COV integrating infrastructure, logistics, environment, health and safety • The two COVs could be held at different times • Start with Arctic • AC thoughts?
