The City of Norfolk is pleased to extend a hardy welcome to all new vendors with special emphasis for all small, woman owned, minority business enterprises and disabled veterans calling on the City. We want to wish you an enjoyable visit where we can become lasting partners for the urgently needed goods and services of the City of Norfolk, Virginia.

  3. Purchasing Department The City Purchasing Agent and his office are responsible for the purchase of all goods and services for all City department and agencies. The Directors of Public Works and Utilities are also City purchasing officials with the responsibility of purchasing all construction services.

  4. Purchasing Objectives To obtain the City’s required goods and services from enterprises that are responsible and responsive and provide a best value. Vendor Information We are always ready to help you do business with the City, but you will need to call on us to determine our needs and how you might help us. The Purchasing Department acts as the liaison between vendors and the various City offices. Contact the Purchasing Department first. We will make arrangements for you to meet with others, as required.

  5. Bidder's List We maintain a bidder's list for supplies, goods, equipment and services. To place your firm on this list, you will need to fill out the Vendor Registration Form. The Purchasing Department posts notices of Invitations for Bids (IFB) and Requests for Proposals (RFP) on a bid board located in the Purchasing Department as well as www.norfolk.gov .  Notices are also included in the state-wide Department of Minority Business Enterprise, Virginia Minority Supplier Diversity Council and on Norfolk Channel 48 and may be advertised in local newspapers.
