Key Elements of the Cohesion Policy Reform • Investments should focus on key areas for growth and jobs as outlined in the Europe 2020 strategy. • The majority of the budget should be concentrated on few priorities closely linked to the EU 2020 growth strategy. • Clear and measurable targets on the impact of the investments. • Simplification

Common Strategic Framework PartnershipContract More coherent use of available EU funds • Comprehensive investment strategy: aligned with Europe 2020 objectives • Coherence with National Reform Programmes • Coordination: cohesion policy, rural development, maritime & fisheries funds • Objectives and indicators to measure progress towards Europe 2020 targets • Effectiveness: introduction of a performance framework • Efficiency: reinforcement of administrative capacity, cutting red tape Operational Programmes

A menu of thematic objectives • Research & innovation • Information and communication technologies (ICT) • Competitiveness of Small and Medium-sized Enterprises (SMEs) • Shift towards a low-carbon economy • Climate change adaptation & risk prevention and management • Environmental protection & resource efficiency • Sustainable transport & removing bottlenecks in key network infrastructures • Employment & supporting labour mobility • Social inclusion & combating poverty • Education, skills & lifelong learning • Institutional capacity building & efficient public administrations

  5. How does EU Regional Policy support Cultural and Creative Industries? Current programming period (2007-2014) € 6 billion allocated by Member States of which: • € 2.9 billion for protection & preservation of cultural heritage • € 2.2 billion for the development of cultural infrastructure, • € 797 million for assistance to improve cultural services. And support under other relevant headings • RTD & Innovation, SME promotion, information society, tourism, urban regeneration, human capital

Investments in the field of culture can be supported in the new strategy if they: • contribute to research, technological development and innovation (Thematic Objective 1) • enhance innovation, e-culture, access to and use and quality of ICT (Thematic Objective 2) • enhance the growth and competitiveness of SMEs (Thematic Objective 3) • preserve and protect the environment and promote resource efficiency (Thematic Objective 6) through the development of culture and natural heritage • promote employment through development of endogenous potential (Thematic Objective 8) • promote social inclusion, combat poverty and discrimination (Thematic Objective 9).

Economic Activities – Cultural and Creative Industries • support may be included in SME or innovation or ICT related measures • “e-culture” (digital content related to culture and digital heritage) added to the investment priority concerning the strengthening of ICT applications • investments in culture that do not have sustainable economic impacts should not be a priority for the ERDF • maintaining and renovating the cultural heritage can have a positive impact on crafts and traditional sectors of industry as well as tourism Any financial intervention in these fields should be grounded on wider developmental strategies with a sound economic rationale.

  8. ERDF will pay attention to: • using Cultural and Creative Industries to design and implement targeted implementation strategies focused on the delivery of the Europe 2020 objectives • mapping regional assets, taking into account the level of development of Cultural and Creative Industries in the region concerned • involving by an inclusive approach all cultural, administrative and political actors in the decision making process • adopting strategic and inclusive approaches to investments and the use of financial resources • to synergies need to be developed in the use of the Structural Funds, the Creative Europe Framework Programme, the Programme for the Competitiveness of Enterprise and SME (COSME), Horizon 2020 – the Framework Programme for Research and Innovation, the European Creative Industries Alliance, national and/or regional programmes for the Culture and Creative industries and other possible sources of funding • focus interventions on support to the new cultural sectors closely linked to innovation and creativity.
