  2. Serio-US Lock • We have been in business for over 15 years • We have done extensive research to determine the costs of dumping to the waste industry, particularly to haulers and the Municipalities. We have prepared statistics to document our findings. (Our lock savings analysis) • Our research includes all types of our customers from the largest hauling companies to smaller private haulers and cities throughout the country.

  3. Trivia Question #1 • How did we get our Name?

  4. Overview • What is Illegal Dumping and Theft of Service? • Who dumps illegally? • Why do individuals dump illegally? • Why is illegal dumping a problem? • What can be done to eliminate illegal dumping?

  5. What is Illegal Dumping and Theft of Service?

  6. What is Illegal Dumping and Theft of Service? • “Illegal dumping is the disposal of waste generated at one location and disposed of at another location without legal permission.” • Theft of Service is illegal dumping into another person or business’ solid waste container for which they are not paying for the service. • Also known as “fly by dumping,” “open dumping” and “midnight dumping”

  7. What is Illegal Dumping and Theft of Service? Typical items that are illegally dumped • Yard waste • Furniture and appliances • Construction and demolition waste such as drywall roofing shingles, lumber, bricks, concrete & siding • Abandoned autos, parts & scrap tires • Household trash • Medical & Hazwaste • Paints, chemicals & batteries • E-waste

  8. Trivia Question #2 • What year did recycling hit the conscience of Mainstream USA.?

  9. Who Dumps Illegally?

  10. It is difficult to profile a typical illegal dumper, however offenders can include: • Construction Companies • Landscapers • Homeowners • Scrap collectors • Local residents

  11. Why Do Individuals Dump Illegally?

  12. Why Do Individuals Dump Illegally? • Ignorance of the law • Don’t want to pay landfill fees • Disrespect for another’s property and the environment • Laziness • Get rid of hazardous waste • Don’t want to pay disposal fees • Avoid “ pay as you throw “ programs

  13. Why Do Individuals Dump Illegally? • Pay as you throw Programs (blue bag programs) Residents avoid extra charges for exceeding their bag limits by illegal dumping

  14. Why is Illegal Dumping a Problem?

  15. Trivia Question #3 • What was the name of the boat that began to get Mainstream USA thinking about recycling?

  16. Why Is Illegal Dumping A Problem? • Increased landfill cost for haulers & Municipalities • Negative impact on recycling programs • Environmental issues • Health issues • Improper disposal of hazardous waste or medical waste • Fires from flammable materials • Property values decrease

  17. Why Is Illegal Dumping A Problem? Negative impact on recycling programs through the Contamination of recyclables October 2006- Personally met with 13 municipalities in the State of Indiana, where illegal dumping is a major challenge if not the number one problem to their recycling program The Municipalities from the AISWMD that I met with insisted that a strategy to prevent illegal dumping was essential for them to have a successful recycling program.

  18. Why Is Illegal Dumping A Problem? Increased landfill costs for the hauler & Municipalities The information below is per 1000 cans and was obtained by surveying haulers nationwide Annual Landfill cost - $2,000,000 5% non customer generated trash - $100,000 annual extra cost Extra cost per container - $100 Serio-us Lock conducted an informal survey of its customers and found that customers reported between 10% and 50% of the trash in their dumpsters was the result of illegal dumping with the average being 22%. Using the above example, the extra cost would be $440,000

  19. Why Is illegal Dumping A Problem? • Environmental Issues-In rural areas open burning at dumpsites can cause forest fires and severe erosion as fire burns away trees and undergrowth. Dumping in these areas also has a negative impact on plants and wildlife. • Additionally, runoff from dumpsites containing chemicals may contaminate wells and surface water used as a source of drinking water.

  20. Why Is Illegal Dumping A Problem? • Health Risk-Easily accessible to people, especially children, who are vulnerable to injuries (protruding nails & sharp edges) • Breeding ground for mosquitoes, which can multiply 100 times faster than normal in the warm, stagnant water standing in scrap tire casings. Encephalitis and Dengue fever have been attributed to disease carrying mosquitoes

  21. Improper Disposal of Hazadarouz Waste • Attwoods- Two boys playing in dumpster were killed by toxic fumes of illegally dumped paints and chemicals • Ultimately the hauler was held responsible. Attwoods was sued and went out of business.

  22. What Can Be Done To Eliminate Illegal Dumping?

  23. What can be done to eliminate illegal dumping? • Education • Promote public awareness • Pass laws to penalize behavior • Community programs • Industry funded efforts • Control the waste stream (lock the container)

  24. Education & Public Awareness • Lake County Indiana – Lake County received grant money thru the EPA and IDEM (Indiana Department of Environmental Management) • Door hangers • Seasonal newsletters • New residents get welcome information packages • Public notice ads in newspapers

  25. Pass Laws To Penalize Behavior • Trash cop Program -The Central Oklahoma program, which consist of environmental officers, hired to catch and prosecute illegal dumpers. • San Diego-Annually there are over 25,000 reports of illegal dumping. These reports are investigated by the Departments Solid Waste Code Enforcement Team. • Two months ago NY Cities Department of Sanitation nabbed 21 illegal dumpers. The City seized and impounded 21 vehicles. Fines can go from $1500 to $20,000

  26. Pass Laws To Penalize Behavior • E-waste-Producer take back laws require electronics manufactures to pay for collection, transportation and recycling of e-waste from consumers, business, schools and local governments.

  27. Community Programs • Dumpsters for clean-up. East St.Louis Illinois- A community organization used 550 dumpsters provided by a local waste management company • Scrap tire programs: Detroit MI & City of Hammonds, Indiana- A community group uses a grant to pay residents to bring illegally dumped tires to drop off locations

  28. Industry Funded Efforts • Amoco Foundation- Supports local efforts to improve the community in northwest Indiana • Conrail Corporation-contributes up to $25,000 each year helping a community group in Philadelphia promote neighborhood participate in cleanup and enforcements activities.

  29. Trivia question # 4 • What was the hit box office movie in 1987?

  30. What Can Be Done To Eliminate Illegal Dumping? Container Locking • Traditionally haulers and cities have avoided locking due to increased operating costs (driver out of the truck) • We have developed a solution that allows you to lock the container to stop illegal dumping without the increased operating costs.

  31. Locking Options • No Locks • Manual Locks • Automatic Locks

  32. No Locks • Costly as well-does not stop illegal dumping • Liability issues-Attwoods in Florida • Attractive nuisance issues

  33. Manual Locking • A. Padlocks • B. Chains Manual locking will cost you approximately $20,000 per year more than auto locking per 100 containers. This is just for your time and does not include wasted fuel cost from Idling trucks • Liability –Drivers falling on pavement or dumpsters

  34. Automatic Locks • Decreases the time in the field-saving you money • Decreases the fuel wasted from idling trucks-saving you money • Operating cost per truck: $65 per hour • Unlocking/Relocking 3 minutes • Your cost each time $3.25 • 100 containers X 52 lifts per year $17,000

  35. What can be done to eliminate illegal dumping? Container Locking • Product Demonstration

  36. What can be done to eliminate illegal dumping? Other Benefits of Locking Now that the operating costs are eliminated, haulers and cities can realize these other benefits: • ID Theft • Security • Keep Rainwater out • Keep children and homeless out (attractive nuisance) • Etc.

  37. The one indisputable fact is that no solution to illegal dumping is complete without sealing the waste stream!!
