  3. CAMFFA PROFILE • The number of freight forwarders in Cambodia is 200. • CAMFFA currently has 21 members. • There are 2 types of memberships: • Regular members and Associated members. • 21 companies are 19 regular members and 2 associated members

Cambodia Freight Forwarder Association (CAMFFA) Background • The founding members have been preparing for the establishment of CAMFFA since the year 2000. • From 2002 to 2004 the group was established (with as its president Mr. Keo Vanna), with the objective of preparing the documents for submission to the government.

  5. The Cambodia Freight Forwarder Association (CAMFFA) was officially established and recognised by the government on 24 March 2004 • Since the establishment up to now, there have been 3 presidents. • Mr. Wanna Keo (2003-2004) • Mr. Sin Chanthy (2005-2006) • H. E. Ros Vanna (2007-2008) • The Board of Directors is up for election every 2 years

CAMFFA join CAMTA for being a WG secretary of Energy, Infrastructure and Transportation Private Sector •CAMFFA and CAMTA is in corporate for organizing the meetings between E, I & T Private sector working group and ministry in Cambodia such as Ministry of Public Work and Transport, Ministry of Economic and Finance, and Ministry of Commerce.

  8. The Eight Private Sector Working Groups ( PSWG ) - Agriculture and Agro Industry - Banking and Financial Services - Energy, Transport & Infrastructure - Export Processing and Trade Facilitation - Industrial Relations - Legislation, Taxation & Governance - Manufacturing and SME - Tourism

Join GMS CBTA as guarantor • CAMFFA has been agreed by Ministry of Economics and Finance, and Ministry of Publics Work and Transport to become Guarantor Organization. • CAMFFA has meet with Customs to discuss about necessary points. We will send a draft agreement between CAMFFA and Customs to customs in order to get approval.

Current Status of Cross Border Transport in Cambodia - Vietnam • Signed on 06 June 1999 in Hanoi, Vietnam ; • A Protocol for implementation of bilateral Road Transport have been signed on 11/10/2005, Hanoi. The implementation has started on 30/09/06 at Bavit - MocBai border point and Bavit – TrapeangPlong • In the initial stage, 40 vehicles from both sides have been allowed and engaged in cross-border transport operation. MOU on Additional Quota 110 vehicles and 6 border gates signed for implementation on 17 March 2009, the total quota is 150 vehicles. • After several times of negotiation, now Cambodia company can set up business branch office in HCM city with 100% owner capital. • Containerized cargoes from Vietnam through Phnom Penh port.

The Bilateral Agreement on Road Transport between Cambodia and Vietnam  Border Gates (International and Bilateral) • 1- Bavit (Svay Rieng) RN1 - Moc Bai (Tay Ninh) • 2- Trapeang Plong (KPC) RN 6,7 - Xamat (Tay Ninh) • 3- Phnom Den (Takeo) RN2 - Tin Bien (An Giang) • 4- Prek Chak (Kampot) RN3, 33 - Xa Xia (Kien Giang) • 5- O Yadav (Rattanakiri) RN7, 78 - Le Thanh (Gia Lai) • 6- Trapeang Sre (Kratie) RN6, 7, 74 - Bu Nu (Binh Phuoc) • 7- O Reang (Mondulkiri) RN6, 7, 76 - Bu Prang (Dac Lac)  Requirements: Finance, Quota, Registered vehicles  Training program (Agreement, Law, Cross border Transport operation and traffic right of other countries) • Operational Implementation (issues challenged)

Trucking Quota on Road Transport between Cambodia and Vietnam • Current Quota and Companies engaged in CBT • Quota = 150 vehicles A- Trucking Companies engaged in CBT <30 units> • 1- So Ngoun Transportation and Dry Port (operating to VN and has branch office in HCM) • 2- Teng Lay Transportation and Dry port • 3- Tec Srun Transportation and Dry port • 4- Sokan Transport • 5- Union Transportation • 6- RTC • 7- ML Express B- Bus Companies engaged and operating in CBT <120 units> - Capitol Tour, PP Sorya, Mekong Express, Reaksmey Angkor, Paramount Angkor, Bus Express & Travel, Cambodia Asia Travel, Kampuchea Angkor,

  14. Current Status of Cross Border Transport in Cambodia - Laos Countries engaged in Cross Border Transport with Cambodia • Laos PDR: signed MOU on 30/03/08 and Start initial implementation on 09/04/09.

  15. Current Status of Cross Border Transport in Cambodia - Thailan Countries engaged in Cross Border Transport with Cambodia • Thailand: is in pending period of signing MOU of Exchange Right. • Containerized cargoes and Bulk cargoes transfer at border points Poipet with Thailand, and Bulb cargoes at others.

  16. Multimodal Transport update • Our government is drafting the MTO Law – Not yet know the timing of implementing this
