  2. Post-Doctoral Fellowship Research Program(T. Bair, D. Hall) ( Task Funding: $ 600K) Objective: Establish and sustain a long-term process through which the USP can develop and execute a Post- Doctoral Fellowship Research Program. This project will enable DTRA to use mission critical expertise of advanced researchers and faculty on the Blue and Gold Teams, holding doctoral or terminal professional degrees, to engage in relevant scientific, technical and engineering efforts critical to defending against the threat of WMD. Description of Effort: The USP will develop a common-process for identifying, vetting, and mentoring Post-Doc Fellows that will be selected based upon their responsive-technical ability to enhance the joint DTRA-Strategic Partnership mission requirements. Post-Doc’s will be assigned to ASCO and subsequently detailed to perform such duties as may be required among the various agency Enterprises, Directorates and Offices. We will collaborate with ASCO and the DTRA Enterprise Managers to develop an effective reporting and job assignment process. The team: Penn State University University of New Mexico University of Florida New Mexico State North Carolina A&T New Mexico Tech • Benefits to warfighter: • Enables DTRA to utilize mission-critical expertise possessed by the Blue and Gold Teams, including advanced researchers and faculty, who hold doctoral or terminal professional degrees in relevant scientific, technical and engineering disciplines. • Facilitates DTRA’s rapid access to innovative, university-based research and development knowledge and expertise to use in the development of solutions for complex mission issues. • Key Challenges: • Soliciting and attracting quality candidates for consideration • Providing challenging work to adequately attract and retain post-docs in a permanent employment option. Major goals/milestones: April 07: Commence program, begin to solicit nominees May 07: Collect nomination packages from team June 07: Select nominees and notify winners.
