Scope of Work • Safety of workers, engineers and inspectors • During maintenance, repair and inspection operations • As a first step: Lifts New lift installations, full replacements, modernizations and rescue operationsare not included in the scope of the WG.   3. Mission • Justification of task solely on grounds of safety. Improve the safety and health-related conditions for site working colleagues working on site, based on risk analysis of the operations during maintenance, repair and inspection works. • Definition of „isolated workers”: define measures to decrease this risk.   4. Mission Harmonisation of safe working conditions. Collect and analyse statistics of accidents related to unsafe work conditions. Define when and how it issafer to work alone than in pair. Definition of isolated worker • There is no official text which gives an exact definition when a worker is to be considered as isolated. • Different professions give different definitions. • Working « alone » does not automatically mean working « isolated ». • When all means of self rescuing are given, lift mechanics are working alone but not isolated. • When the means of self rescuing are not fully present, the worker is to be considered as isolated. Isolated workers need at least periodical surveillance by a partner or the foreman. EMF-ETUI Conference September 25, 2008

  6. Definition of isolated worker • In Finland, once a day communication is obligatory when working alone. • The proposal from the WG is minimun twice a day communication compulsory. More frequent surveillance or the presence of a partner is suggested if there is a high risk of entrapment. • However in special environments (military facilities, night-time working, P-power plants, Industrial buildings etc.), two persons might sometimes be needed. 6 EMF-ETUI Conference September 25, 2008

  8. Accident statistics • Collection of statistics • The WG has accident statistics from France, from Italy and from ELA. • Statistics clearly show that working alone is safer in most cases than working in two or more workers in the same shaft. EMF-ETUI Conference September 25, 2008

  10. Reference Norms EN 81-1/2 Addresses safety space for one worker only above and below the car, so it is safer alone. When the distance between car and shaft walls is larger than 300 mm (200 mm in France), a safety balustrade is needed (700 mm high, (850mm >> 1100 mm). Sufficient length of toe guard reduces the risk of falling from landings. Risk of fall is reduced by the norms to an acceptable level. Lifts satisfying the requirements of EN 81-1/2 are considered as safe working places for trained personnel. EN 81-80 (SNEL) Lifts already upgraded according to SNEL have the same safety level as new lifts, so they may be considered as safe working place as well. Not yet upgraded: risk assessment before any intervention is needed. EN 13015 Proper maintenance instructions are available on site, plus risk assessment to be provided. Working at two is preferable when… • There is no inspection box and stopping device on car roof • There is no stopping device in pit • Using a harness is necessary • Removing and installing heavy parts in shaft • Replacing suspension or compensation ropes • Lack of communication means under the car in pit or on car roof (trapped person) • Working with respirator (chemical industry, presence of harmful material) • Special environments (Power plants, etc.) • When national legislations requires two persons • When risk assessments identifies specific hazards EMF-ETUI Conference September 25, 2008

  12. Lift is a special working environmentRisks can be reduced if: • Provide risk assesment for specific risks of the installation. Should be kept in aplace accessible to workers. • Training on methods, tools, safety rules and specific risks. • Install inspection box and stopping device on car roof, limit the movement of car towards the ceiling. • Provide stopping device in pit, and limit the movement of car • Using movement limiter (lanyard) instead of a harness, or reduce the length of the line to a size which makes self rescue possible, plus communication with dispatcher or partner. • Providing a communication and/or surveillance system that periodically checks the movement and whereabouts of the worker: GPS or GSM-based and fall detection (ADIW) systems. • Protection of electrical and moving components is provided ADIW= Automatic Detection of Isolated Worker EMF-ETUI Conference September 25, 2008
