United 4 Smart Sustainable Cities: Working Group 3

This proposal aims to develop a work plan and set of deliverables for the United 4 Smart Sustainable Cities (U4SSC) Working Group 3. The objective is to support the development of smart city guidelines, promote U4SSC activities, and enhance innovation and participation in sustainable urban development. Key focus areas include smart governance, smart people, and smart economy.

  2. WG3 Proposal • United 4 Smart Sustainable Cities • Enhancing Innovation and Participation • Smart Governance, • Smart people, • Smart Economy.

WG 3 Objective • To develop a work plan; • To develop a set of deliverables that may include drafting policy papers and issue papers on topics related to the U4SSC; • To promote U4SSC activities through events and campaigns; • To support the development of smart city guidelines by U4SSC. • First outline of key questions, for focus, activities and deliverables

Objectives SDG 11 • Support to create a regulatory and institutional framework for sustainable urban development • Encourage cooperation among stakeholders • Provide practical guidance to cities seeking to become smart sustainable cities • Provide a platform to connect people and cities • Harmonize methodologies and approaches to assess cities performances • Help in achieving and monitoring the SDGs • Capacity building

Objectives and needs of cities • need to support decision makers in the development of framework, strategies and plans for becoming smarter sustainable cities; • need to support cities in prioritize, accomodate and integrate innovation and new technology; • need to ensure a broad participation of stakeholders, including the private sector, in the concept of Smart Sustainable Cities; • need to ensure sustainable investments in infra-structure for cities; • need to focus on supporting city decision makers in identifying appropriate financial mechanisms, new and innovative business models and funding pipelines for infra-structure projects;

WG3 Governance • How do we bridge the knowledge gaps in terms of understanding of the concept Smart Sustainable cities/ICT/IOT? • How to provision public services over digital / smart channels and increase their digital adoption; • How to provide open data to inform and also to provide opportunities for the public and private sector; • How to boost electronic procurement to ensure transparency and also to provide equal access to public sector business opportunities (especially for SMEs); • How to support central and local Governments in developing integrated smart city strategies and plans for becoming Smart Sustainable Cities? • Is there a need to design and implement capacity building programs for urban planners and decision makers in Smart Sustainable Cities/ICT? • How do we support Governments in enhancing better cooperation with private sector/technology providers?

WG3 Governance – possible activities • Develop selected policy papers/recommendations in selected focus areas of SSC; • Plan 2-3 capacity building proposals in selected cities, including information and knowledge sharing as well as concrete skills related to SSC; • Encourage establishment of living labs - joint cooperation with cities and technology providers of ICT and others; • Meetings and events to inform and exchange knowledge with governments and city decision makers; • Alpbach, Austria – Smart City panel, September 2016 • North Africa Summit, Morocco, October 2016 • Smart City Economy Summit, Liechtenstein – November 2016 • COP 22, Morocco, – November 2016 • Suggestions?

WG3 Smart people • “Without Smart people, there are no Smart Cities” • How to ensure the aim and focus of SSC is on better living for all citizens? • How to provide skills enhancement programs, and other related initiatives to boost city human capital; • How can we leverage city creative capital; • How to engage and inform citizens about the concept and content of Smart and Sustainable Cities? • Is there a need to develop policy papers and/or guidelines on smart communication and public participation? • How to focus and develop platforms of knowledge sharing and experience in terms of innovation, developing start-up eco-systems, and entrepreneur skills? • How can we through the education system, integrate IOT and other ICTs into Smart Sustainable Cities?

WG3 Smart people – possible activities • Develop policy papers and/or recommendations for smart communication and public participation for SSC; • Develop and organize communication materials and events especially to engage broad attention, interest and participation of the Smart Sustainable City concept and program; • Organize side event of U4SSC at global innovation labs and start-up ecosystems as pioneers regional festival and Impact HUB • Unlikely Allies 2017 - Future of Cities Festival in Berlin, Impact HUB • Pioneers Dubai festival • Suggestions?

WG3 Economy • How can the KPIs and the assessment of cities be used as tool for enhanced investments to cities; • How can we enhance city economic productivity for economic sustainability; • How can we enhance R&D and Innovation to boost city economy performance; • How can we enhance competitiveness of city economy through smart ICT utilization; • How do we ensure an integrated approach of economy through all layers of society; • How do we establish better financial mechanism, business models and project pipelines for infra structure projects; • How do we support cities in identifying suitable funding for infra-structure city projects;

  11. WG3 Economy – possible activities • Establish partnership with financial groups/institutions to support development and implementation of financing mechanisms and new business models for city infra-structure; • Mapping and collection of information on infra-structure finance options as basis for discussion with cities; • develop U4SSC issue papers on finance, innovation and R&D for city infra-structure; • Develop capacity building programs for urban decision makers; • Participate and co-organize Meetings and events; • Smart City Financial Summit – Liechtenstein, november 2016 • Gather financial institutions, banks and private investors to discuss U4SSC and financing of cities; • Gather a few selected cities to highlight and discuss concrete projects and financial and economic structures;
