  3. 二十四個貧窮指標的覆蓋範圍Scope of the 24 Poverty Indicators • 扶貧委員同意貧窮指標應着眼於下列四個社會組別 CoP agreed that the poverty indicators should focus on the following 4 social groups: 1. 兒童/青少年 Children/youth 2. 在職人士/成人 Working people/adults 3. 長者 Older people 4. 社區 Community • 及涵蓋以下六個範疇 and cover the following 6 areas: 1.入息/收入支援 Earnings / income support 2. 就業 Employment 3. 教育/培訓 Education / training 4. 健康 Health 5. 居住環境 Living conditions 6. 社區/家庭支援 Community / family support

  4. 18個以人生不同階段為基礎的貧窮指標的表現 Performance of the 18-life-cycle-based poverty indicators

  5. 以下8組的10個指標有所改善 8 Groups of 10 Indicators Exhibited Improvements • 失業人士(第11個指標) Unemployed persons (Indicator 11) • 失業6個月或以上及12個月或以上的人士(第12個指標) Persons unemployed for 6 months or longer, and 12 months or longer (Indicator 12) • 無業家庭(第1及第9個指標) Persons living in workless households (Indicators 1 & 9) • 入息低於平均綜援金額的家庭的人士(第2及第10個指標) Persons living in households with income below average CSSA payment (Indicators 2 & 10) • 單親及入息低於平均綜緩金額的家庭的0至5歲及6至14歲兒童(第3個指標) Children aged 0-5 and 6-14 with single parent and in households with income below average CSSA payment (Indicator 3) • 16至19歲青少年的就學比率(第5個指標) School attendance rate of youth aged 16-19 (Indicator 5) • 20至24歲具專上教育程度人士(第6個指標) Persons aged 20-24 with tertiary education (Indicator 6) • 公立醫院及診所的醫療收費減免機制下的年長病人(第17個指標) Elderly patients under the medical fee waiver mechanism of public hospitals and clinics (Indicator 17)

  20. 不同地區的表現參差Mixed Performance for Different Districts • 最高無業家庭的比例The largest proportion of workless households: 元朗Yuen Long (12.1%)及深水埗 Sham Shui Po (11.7%) • 最高低收入家庭的比例The largest proportion of low income households: 元朗Yuen Long (17.0%) 及屯門 Tuen Mun (15.8%) • 最高單親低收入家庭的比例The largest proportion of single parent low income households: 元朗Yuen Long (1.9%) 及屯門 Tuen Mun (1.9%) • 最低家庭入息中位數The lowest median household income: 深水埗 Sham Shui Po ($13,100) 及元朗Yuen Long ($13,700) • 最低就業收入中位數The lowest median employment earnings: 黃大仙 Wong Tai Sin ($9,000) 及葵青 Kwai Tsing ($9,000) • 最高失業率The highest unemployment rate: 葵青 Kwai Tsing (6.5%)及北區North (5.9%) • 全部六個指標都低於平均表現水平All the 6 indicators showed below average performance 黃大仙 Wong Tai Sin, 葵青 Kwai Tsing, 屯門 Tuen Mun, 元朗 Yuen Long及北區North

  21. 結語 Concluding Remarks • 編製及更新是一項持續的工作 Compilation and updating is a continual process • 旨在概括地顯示貧窮情況的變化 ,可幫助指出值得研究的範疇,從而為政策制訂和檢討提供參考。 Provide a broad indication of how the poverty situation evolves over time. By identifying the key areas for more focused study, these indicators provide useful reference in policy formulation and evaluation • 各決策局及部門在制訂和評估政策時,亦需要同時參考其他相關資料,包括更詳細及具體的地區特定指標、相關的研究和分析,以及諮詢結果等 Bureaux and departments will also draw reference to other relevant information for policy formulation and evaluation, including more detailed and specific indictors at district level, relevant researches and analyses and feedbacks from consultation, etc.
