  2. Summary Freedom of expression and broadcasting activities. Implications of the implementation of DTT services with regards to pluralism and access to information. Need for a good and democratic regulation of DTT services. Freedom of expression in the public sphere beyond DTT.

  3. Freedom of expression and broadcasting activities. Freedom of expression is a right protected by the national Constitution (article 30) and by International Law. Freedom of expression includes the right to use any technical means of communication in order to disseminate ideas, opinions and information. In the field of broadcasting, this right can be subject to specific regulations for technical reasons as well as to protect other values and principles (pluralism, accuracy, consumers, minors…).

Implications of the implementation of DTT services in terms of pluralism and access to information DTT can improve the reach and quality of Public Service Media  and therefore foster its reform. DTT brings the opportunity to incorporate new entrants to the public sphere and can therefore introduce more competition and variety of content. DTT is a better technological platform for interactive and participative services. DTT facilitates the apparition of specialized channels, specific targeted local content and the possibility to broadcast simultaneously in different languages.

  5. Good and democratic regulation Laws should be adapted to the new digital environment. Licensing procedures are particularly important. Regulation should particularly pay attention to economic and content issues  There should be a model which considers far more than technological viability. Regulation should be enforced by an independentregulator.

  6. Beyond DTT DTT is a better transmission system for traditional broadcasting, no less but no more than that. Provision of interactive services has not been a success in several countries  huge success of second screens. DTT platforms compete with cable and satellite platforms and should be treated equally. The digital dividend and the provision of new digital services may completely change the communications landscape in the short-medium term.
