  4. Rainfall position During Kh. 2011 Vs Kh.2010 Category of Districts on rainfall position Water in Dams –250 Major/Medium and Minor dams full this year as compared to 92 in last year. As against total capacity of 12529.034 MCUM available water is 8480.56 MCUM which is 67.70%. Availability of water in Bhakra and Pong Dam is 7479.26 and 6833.70 MCUM which is 81 and 83% respectively of their full capacity. This indicates good Rabi prospects.

  5. Crop condition • Rainfall upto 13th Sept., 2011 is 675 mm against the normal of 399 mm. States average rainfall is 573.50 mm. • The rainfall is 76.5 % more than normal average upto 13th Sept. 2011. • Almost continousrains of moderate to high intensity rains from last week of August has started causing damage in maize, pulses, cotton and soyabean crops. • Division wise losses are – • Udaipur, 30-40% losses in soyabean and maize crops. • Kota division about 10% losses in soyabean crops and minor losses in maize and pulses. • Bhilwara division minor losses in pulses and soyabean. • Ganganagar division upto 20% losses in cotton crop. • Sikar division about 10% losses in pulses, bajra and guar. • Remark – Water stagnation conditions in Udaipur division due to heavy rains in September causing losses in crops.

Efforts to achieve higher productivity in 2011-12 • Timely availability of inputs (Fertilizer, Seed, insecticides etc.) being ensured • Gypsum as nutrient in pulses and oilseed crops & Integrated Nutrient Management • Use of Print & Electronic Media for extension support • Under NFSM - 1883 farm implements, 37350 Qtls certified seed, 14505 MT gypsum distributed in Kharif 2011. • A3P for higher production – certified seed of mung 3599 Qt., 400 Qt. Urd, 205 MT micro-nutrients and 2356 MT gypsum distributed in Kharif 2011. In Rabi 2011-12 full package demonstration of gram in 20000 ha. • Distribution of improved seed of pulses, fertilizers, implements, under programme 60000 pulses villages in rain fed area • Construction of Farm ponds (8000), Diggies (5500) and Water storage tank( 2000) • 60000 Pulse Village Scheme – 26000 ha. pulses • in Kharif and construction of 1667 Farm Ponds against • target 4400 achieved .During Rabi 2011-12 Gram demonstration under • A3P for 10000 ha. has been planed against programme • of lining of old farm ponds.

Funds Released = 248.89 crore 5. Expenditure Incurred upto August = 106.38 crore (38.50% Expenditure) • Important Programmes taken under RKVY during 2011-12 • 42000 Qtls. Hybrid maize seed distributed to 8.40 lac farmers to increase productivity of Maize in tribal areas and Baran of Sahariya. • Administrative sanction of 6017 diggies issued, 300 completed against the target of 5500. • Administrative sanction of 4552 farm pond issued, 415 completed against the target of 8000. • Date palm in 493 ha. & pomegranate plantation programme in 500 ha. • Soil Health Cards for each land holding in next 3 years – EoI issued. • Pilot project on Olive Cultivation- plantation in 182 ha. on 7 Government farms. Flowering occurred on 5 sites and fruiting on 2 farms (Barore-Ganganagar, Bakalia-Nagaour). • High tech Bassi farm: protective cultivation of capsicum, tomato, cucumbar, rose, gerbera, gladiolous and open cultivation of strawberry and fruit orchards (Guava, mango, jackfruit, pomegranate)

  17. State Government initiatives Additional promotional assistance on drip up to 40 percent- Rs. 100 Cr. From State Plan Additional assistance for new electric connection seekers up to 20 percent for MI sets to divert them for pressurized irrigation. Kharif and Rabi massive campaigns at Gram Panchayat level to reach each potential farmers Pressurized irrigation made mandatory for whole Narmada Command area. The same policy is also trying to extend in lift canals of IGNP. Installation of drip irrigation system made mandatory for fruit orchards developed under National Horticulture Mission. Assistance on water storage Diggies in canal command area to promote pressurized irrigation. Fertigation project has been initiated in the state to get the synergetic benefit of drip irrigation system. Promotion of green houses/ poly houses, shading nets and low tunnels where drip irrigation system is a pre requisite. Assistance on solar pump sets to run MI system. Diggiprogramme with micro irrigation mandatory.

New Orchard Establishment. • 1037 ha. 1st year & 2nd year maintenance in established orchard. • 66 community water harvesting structure. • 43 individual water harvesting structure. • 20000 Sq. M. green house establishment. • 97 vermi compost units establishment. • 45 power machine distribution. • 956 farmers trained. • 550 farmers visited out side the State and with in State. • 290 low cost onion storage structure establishment.

  19. Soil Health Enhancement through INM • soil health cards - 3.12 lac during 2010-11 and 1.50 lacs upto Aug. 2011. • Micro nutrient testing facility available in 32 labs - 0.44 lac samples in 2010-11 and 0.30 lacs samples analyzed in 2011-12 so far. • Block-wise fertility maps prepared • Fertility maps on GIS • Gypsum distributed - 1.35 lac MT. during 10-11 and 0.63 lac MT upto Aug 2011. • 12 mobile soil testing labs working on PPP mode in the State.

Fertilizer Arrangements : Rabi Consumption : in lac M.T. • Interventions needed from MOA, GOI • Timely supply of DAP, NPK, other complex fertilizers and urea according to allotment • Increase in rack points for uniform supply of fertilizers • Adequate and timely availability of rail wagons for transportation of fertilizers • MOA, GOI may compel Chambal fertilizers to maintain 5 0000 MT. urea’s buffer stock

  21. Annual Credit Plan 2011-12 Rs. in Crores For 2011-12 total agriculture credit PLP is Rs. 29723 crore has been projected by NABARD. Status of Kisan Credit Card – Nearly 60 lacs KCCs have been issued out of them 42 lacs KCCs accounts are operative. All banks LDMs are directed to issue all remaining credit cards during 2011-12.

  22. Crop Insurance • Weather based crop insurance scheme in all districts of State from Kharif 2010 for all major Kharif & Rabi crops. • Automated Weather Station in every 15 KM radius.

Inputs Arrangements for Rabi 2011-12 • 17.30 lacQtls seed available (13.20 lacQtl. wheat, 1.07 lacQtl. barley, 1.79 lacQtl. gram and 1.24 lacQtl. mustard) • 3.08 lacminikits will be distributed under ISOPOM ( 2.88- Mustard, 0.145- taramira & 0.05-maize) • 5.90 lac fodder minikits in Rabi. • Advanced stocking of 2.50 lac MT DAP • Availability of fertilizer- DAP • Demand – 3.50 lac MT (for rabi) October, 2011 to March, 2012 • Allotment – 2.41 lac MT upto August, 2011 • Supply – 2.30 lac MT upto August, 2011 • Demand – 0.93 lac MT for September, 2011 Urea • Demand– 11.00 lac MT (for rabi) Approved by GOI 10.50 lac MT: Rabi October, 2011 to March, 2012 • Allotment– 4.91 lac MT upto August, 2011 • Supply– 5.37 lac MT upto August, 2011 • Demand – 1.30 lac MT for September, 2011. Confirm by GOI 1.32 lac MT GOI is requested to ensure supply of month wise requirement.

Strengthening Extension Machinery at State Level • “KHETIBARI”, a weekly TV program of Department-good quality and highly popular • “KhetiRiBatan” a live daily Radio program with farmer-friendly format-phone-in, success stories, farmers interviews etc. • Inter-state exposure visits of farmers -1182 farmers benefited during 2010-11 • Gramset Based Trainings for farmers and extension functionaries – all Blocks covered • Kisan Call Centre running successfully and very popular. 122027 calls in 10-11 and 42598 calls in 11-12 up to August, 2011. ATMA-implementation in all 33 districts • PPP based implementation of extension program- 531 farm schools will be organized during 2011-12. 46 held kharif, 2011. • FIG / CIG based program formulated.- so far 5216 groups formed and provided support for different activities (poultry, fodder production, cotton, fisheries, fruits, goat rearing) • Award function for 496 progressive farmers at block, district and state level to be proposed on 17th Sept., 2011 in which Hon'able Agriculture Minister, GOI will participate. • 18539 KrishakMitrashave been identified and 14181 KrishakMitrastrained & are working

Best Practices Adopted • Incentives to girl students for education of agriculture discipline - Annual stipend of Rs. 3000, 5000 and 10000 to girl students for 10+2, Graduation, PG and Doctorate in Agriculture respectively. During 2010-11, 11217 students benefited and so far 800 students provided incentive during 2011-12. • Kharif compaign 2011 20h May to 15th June, 2011 organized • 9175 camps organized at GP HQ level • Farmers participation- 6.47 lac • Convergence of Agri. services (Agriculture/Horticulture/Animal Husbandry/SAUs, Cooperatives) at the door step of farmers • Disseminate appropriate technology & practices for Kharif crops (16.81 lac pamphlets, 1.93 lacminikit distributed, 1.24 lac soil sample collected, 11057 MT gypsum and 7.46 lac fruit plants demands collected, 29488 KCC distributed) • Arranged availability of inputs for Kharif through BeejRaths (6761 Qtls Seed, 4.25 MT fertilizer, 1.37 mineral mixer packets and 7 lacsdeworming medicine distributed. • Similarly Rabi Abhiyan to be organized from 20th Sept. to 15th Oct.

  27. Issues for Consideration • Likely saving under Initiative for Nutritional Security through Intensive Millets Promotion (INSIMP) be permitted to be utilized for general RKVY projects as approved in SLSC as per need. • Positioning of DAP and urea for Rabi 11-12 as per month wise requirement. • Opening of New rake points and timely availability of rail racks. • Plan ceiling of CSS under National Mission on Micro Irrigation (NMMI) may be raised from Rs. 131 crores to Rs. 300 crore for 2011-12 looking to huge demand. • Automation and fertigation should be the integral part of NMMI (subsidy on liquid fertilizers). • Quarterly feedback regarding NMMI issues may be invited from implementing agencies and accordingly regular updatation of implementing guidelines. • Area (5 ha) ceiling to be exempted.
