Interim Institutional Base Salary – SOMAs of January 1, 2006 • Total Approved Salary (TAS) is not necessarily Institutional Base Salary (IBS) • IBS is annual University salary exclusive of variable compensation and supplements Possible test: What are you paying them bi-weekly through the Univ.? • IBS should exclude salary paid directly to the faculty for VA appointments (8ths). • Salary supplements and bonuses (currently paid above TAS) for specific, term limited other duties should be excluded from IBS. • All salary/compensation paid through a separate PA paycheck should be excluded from IBS. • IBS should be reported on the detailed budget page for direct cost under the column “Inst. Base Salary”

Example – VA 8ths Dr. Honest • Has a 3/8th VA appointment (15 hrs per week based on 40 hours). • Spends approximately 40 hours a week doing work at UMB • Her Total Approved Salary breaks down as follows: • VA Salary (3/8th) $ 60,000 • University Pd. Salary $ 100,000 (eUMB HR payroll check) Total $ 160,000 • She is applying for a NIH grant. She estimates the grant will require 12 hours per week. • She has no other sponsored research. • What is her Institutional Base Salary and proposed effort?

Example: VA 8ths Dr. Honest • IBS = $ 100,000 • Est. hrs required on grant = 12 Approximate # hrs worked each wk @ UMB = 40 12/40 = 30% • Proposed effort = 30% • Charge 30% of IBS to the grant • If awarded the grant, Dr. Honest should certify effort for university activities only. VA appointment effort should not be included. • She is paid $100,000 for 100% University effort.

  5. Example – VA 8ths; TAS above the CAP Dr. Blue • Has a 5/8th VA appointment for which he receives a separate pay check. (25 hrs.) • Spends approximately 30 hours per week on duties related to his UMB appointment. • His TAS break-down is as follows: • VA Salary: 150,000 • University Salary: 200,000 (eUMB HR paycheck) Total 350,000 • He is applying for an NIH grant which he thinks will require about 12 hours a week time.

Example – VA salary; TAS above the CAP Dr. Blue • IBS = $ 200,000 • Estimated hours required on the grant each week - 12 • Number of average hours available per wk for UMB appointment – 30 hrs. • 12/30 = 40% effort on the grant • Grant is awarded!! • 40% * 183,500 = $ 73,400 • Cost share: • Approved effort * UMB Instit. Base Salary – Pd. on grant • 40% * 200,000 = $80,000 less $ 73,240 = $ 6,600 • Dr. Blue is paid $200,000 for 100% University effort

  7. Example – VA salary; TAS above the CAP; MSP External Dr. Light-Blue • Has a 5/8th VA appointment for which he receives a separate pay check. (25 hrs.) • Spends approximately 30 hours per week on duties related to his UMB appointment. • His TAS break-down is as follows: • VA Salary: 150,000 • University Salary: 200,000 (eUMB HR paycheck) • Include $ 50,000 funded on the “A” account • MSP External: 50,000 Total 400,000 • He is applying for an NIH grant which he thinks will require about 12 hours a week time.

Example – VA salary; TAS above the CAP; MSP External Dr. Light-Blue • IBS = $ 200,000 • Estimated hours required on the grant each week - 12 • Number of average hours available per wk for UMB appointment – 30 hrs. • 12/30 = 40% effort on the grant • Grant is awarded!! • 40% * 183,500 = $ 73,400 • Cost share: • Approved effort * UMB Instit. Base Salary – Pd. on grant • 40% * 200,000 = $80,000 less $ 73,240 = $ 6,600 • University salary = 100% University effort To fill-out his effort report in the future Dr. Light-Blue needs to understand that his University effort includes SOME but not ALL of his clinical effort.

  9. Effect of VA Appointment on Cost Sharing New Method: • TAS $220,000 VA: 160,000 (7/8ths) – 35 hrs per wk. Univ. 60,000 - 25 hrs per wk. • IBS = $ 60,000 (25 hrs. per wk.) Grant which requires 24% of Univ. time or 6 hrs per wk. 24% * 60,000 = $ 14,440 • Cost sharing: Old Method: • TAS $220,000 VA: 160,000 (7/8ths) – 35 hrs per wk. Univ. 60,000 - 25 hrs per wk. • IBS = $ 220,000 Grant which required 10% of total time or 6 hrs per wk. 10% * 183,500 = $ 18,350 • Cost sharing: 10% * 220,000 – 18,350 = $ 3,750

  10. Example: VA salary source Dr. Violet • TAS = $160,000 • University pay salary: $160,000 (eUMB HR paycheck) • PSC - $ 100,000 • VA contract - $ 40,000 • MSP Internal - $ 20,000 • She is applying for a federal grant which will require 10% of her time. • What is her IBS?
