School Property Evaluation and Cleanup Division MISSION:”To assist school districts in the assessment of school properties by ensuring that environmental conditions are expeditiously investigated, evaluated, and if necessary, remediated in order to protect public health and the environment” The Three-Step Process Phase I Environmental Site Assessment Preliminary Environmental Assessment   Response Action

  4. Monitoring of Land Use Restrictions 396 Sites with Land Use Restrictions listed on the internet 340 Sites actively monitored by contract vendor For large sites and former defense sites (munitions ranges) there is typically a one mile “zone of concern” From Jan 2007 through August 2010 the contract has resulted in 65,319 events monitored and 4,521 alerts issued. 5 Alerts (0.1%) were related to Childcare Facilities

  5. Monitoring of Land Use Restrictions • In one case, monitoring revealed unauthorized excavation of soil. The soil was moved to a parcel that was slated for a daycare center. • The landowner (LUC Site) did not call USA for the excavation, DTSC received an alert when a utility installation company called for clearance to install a new gas line at the LUC Site. • The landowner paid to move soil back to the original site, restore the remedy and perform an assessment to demonstrate that the land was clean.
