  2. WHAT IS THE SBSTA? Subsidiary Body for Scientific and Technological Advice (SBSTA) The SBSTA is one of two permanent subsidiary bodies to the Convention established by the COP/CMP. It supports the work of the COP and the CMP through the provision of timely information and advice on scientific and technological matters as they relate to the Convention or its Kyoto Protocol. The SBSTA and the SBI have traditionally met in parallel, at least twice a year. When they are not meeting in conjunction with the COP, the subsidiary bodies usually convene at the seat of the secretariat in Bonn, Germany.

  5. 1 • Opening of the session Opening of the session Give the welcoming remarks which consist of "purely welcoming message from the secretariat The Chair will announce the delegate list ● Roll call ● Speech by delegates Provisional Agenda for SBSTA 2 • Adoption of the agenda ● The Chair has to ensure the observance of meeting rules, put agenda items to the vote and announce the results. ● This motion requires simple majority(consisted of any majority obtaining the largest number of votes of members present and voting.) ● Also, as a general rule, votes shall be taken by a show of name tag.(Delegates must put on each themselves name tag.)

  8. 6 • Proposals on the usage of Global Climate Fund The delegates submit the proposal to the Secretariat in the meeting. The priorities are set by taking popularity voting. ( one votes for each country or two votes for each country ) A two-thirds vote is required to pass the proposals. Provisional Agenda for SBSTA Matters relating to finance: ● Work program on long-term finance; ● Report of the Standing Committee; ● Report of the Green Climate Fund to the Conference of the Parties and guidance to the Green Climate Fund; ● Further guidance to the Least Developed Countries Fund. Example for Proposals Proposal Lists(e.g.) ● Purchase an Natural Disaster Insurance for the Least Developed Countries susceptible to Climate Change Induced Disaster such as flooding ● Aid to build irrigation system for the Least Developed Countries ● Finance for better water management of Developing Countries To be completed by Secretariats

  9. 7 • Report of the session. ● Adoption of the report of the Conference of COP on GCF Provisional Agenda for SBSTA Background: A draft report on the work of the session will be prepared for adoption by the delegates at the end of the session. Action: The delegates will adopt the draft report and complete the report after the session under the guidance of the Chair and with the assistance of the secretariat.

  10. General provisions of Position papers • Your position paper should include your name, the name of your country (or position, if applicable), and your committee. It should be written in a standard 12-point font (e.g. Times New Roman) within 2 pages and use Ms word. • Please do not include images, watermarks, or page borders.

  11. Note that position papers and proposal lists are due at midnight on the date listed for example, the deadline for delegates in the position paper of SBSTA on is 11:59pm on October 10.

Recommendation to COP on GCF ● Identify and Recommend the areas for GCF to be spent The delegates submit the proposal to the Secretariat ( prior to and in the meeting) Set the Priorities by taking popularity voting ( one votes for each country or two votes for each country ) ● Proposal Lists Purchase an Natural Disaster Insurance for the Least Developed Countries susceptible to Climate Change Induced Disaster such as flooding Aid to build irrigation system for the Least Developed Countries Finance for better water management of Developing Countries To be completed by Secretariats ● Outcome of the Meeting Protocol on the Aids to the developing countries to be submitted to COP Draft Protocol on the Aids to the developing countries

  17. How do I write a position paper? Your position paper should contain a brief overview of the topic, a discussion of your country’s policies and past actions, and suggest possible solutions to the issue that are favoured by your country. As a diplomat, your position paper should be written from the perspective of your country and in the third-person (you should get in the habit of not using “I” — this policy is also enforced at the conference!).

  18. How should I format my position paper? Please submit your position papers to your committee email by the deadline for your committee (listed in the table below). When sending your position papers in, be sure to include your full name in both the position paper file name and the subject line of the email. If you have any questions about position papers, feel free to contact your committee staff at SBSTA's email address, listed below. Delegates who need extra time to complete their position papers due to circumstances beyond their control may request an extension by emailing the Chief of Staff of SBSTA, SaetByeol Kim, at agenda@smcop.org

Action Tips :A Position paper for SBSTA Do Your Research You’ll need to know a little about : ● Why climate change is a problem ● What countries or groups of countries will participate in the talks ● What possible solutions are being suggested ● Has the climate change already begun? ● How may GCF help to lessen the adverse impacts of Climate Change? ● By examining your country’s history, socioeconomic status, allies and regional partners, demographics, and general foreign policy principles, Past and Future Temperature Trends. ● What you consider that Proposal Lists for COP on GCF By examining your country’s Area, Capital and largest city, Population, GDP(nominal), recent temperature. you should be able to construct a proposal list for your country.

Assessment by SBSTA Assessments of climate change impacts and vulnerability vary widely, depending on the situation (e.g. a natural resource/production system such as agriculture, or an economic activity such as investment in infrastructure development); time frame (e.g. near-term consistent with annual crop planning, or longer timeframe comparable to the design lifetime of road transport system); region and area (e.g. a transboundary watershed or a single site); and purpose of the assessments (e.g. to raise awareness of climate change, or to inform the technical design of large/expensive infrastructure).
