FERC Order 1000 • Issued July 21, 2011 • Effective October 11, 2011 • Builds on the successes of Order 890 • Remedies “continuing opportunities for undue discrimination in transmission planning processes” • Regional Compliance Filings October 11, 2012 • Interregional Compliance Filings July 11, 2013 (Extended from April 11, 2013)

  6. WestConnect Regional Compliance • WestConnect formed Governance, Planning, Cost Allocation and Compliance Strike Teams to develop proposals • Numerous Stakeholder meetings held to review and refine proposals

  7. WestConnect Regional Compliance • WestConnect submitted its compliance filing on October 11, 2012 • FERC partially accepted the filing on March 21, 2013 and required additional compliance within 120 days (July 22, 2013)

Order 1000 Requirements • Create a Planning Region with Transmission Owners enrolled in the Region • Produce a Regional Plan • Reliability Assessments • Economic Opportunities • Public Policy Needs • Determine Benefits & Cost Shares • Select more efficient or cost effective projects for inclusion in the Plan and Cost Allocation

  10. WestConnect Regional Compliance Process • Stakeholder Webinar to be held May 30, 2013 at 1:00 MDT • Proposals will then be finalized and turned over to the Compliance Team • Compliance filing is due July 22, 2013

WestConnect Interregional Compliance • FERC requires each region to develop interregional processes with its neighboring regions to coordinate data sharing and planning analysis, and to provide for an interregional cost allocation process • California ISO, Columbia Grid, Northern Tier Transmission Group and WestConnect developed a multi-regional process to comply with the FERC requirements

  12. WestConnect Interregional Compliance • CAISO, NTTG and WestConnect submitted a joint interregional compliance filing on May 10, 2013. • Columbia Grid will file by the FERC deadline
