EUL RFQ Enhances Use Lease (EUL) U.S. Code Title 10 Sec. 2667 requires use of competitive procedures to select a lessee AFCEC/CI utilizes a Request for Qualifications (RFQ) for its EUL program Predicated on an Air Force requirement for Real Estate Asset Utilization & Management Designed to optimize value of non-excess real property Renewable Energy Power Purchase Agreement (REPPA) Competition in Contracting Act and Federal Acquisition Regulations require use of competitive procedures to select contractor AFCEC/CN utilizes a Request for Proposals (RFP) for its Renewable Energy program Predicated on an AF requirement for Energy Designed to meet requirements for utility cost savings management for federal facilities AF is developing combined solicitation to satisfy both AF requirements; regulatory issues being addressed

RFQ SOURCE SELECTION Evaluators analyze responses against RFQ requirements, evaluation factors and sub-factors Focus on strengths, deficiencies, uncertainties, weaknesses, performance confidence Results documented to support Source Selection Authority (SSA) decision SSA makes decision on the Highest Ranked Offeror (HRO) HRO selection in an RFQ ≠ award; HRO selection allows the AF to enter into exclusive negotiations with the HRO for an arms-length transaction/lease mutually agreed upon by both parties
