Welcome and Overview of the Procurement Process Division of Purchasing (DOP), RFP Lead Sarah Hilderbrand, State Contracts Manager • Purpose of the Conference: Introduce the State’s procurement team and representatives of the participating state agencies (IBOL, BOM, BOD, BOVM and BOP) for this Project and provide a forum to receive questions from interested Offerors. • We will open the question period of this conference after brief presentations by both DOP and state agency representatives. Please hold your questions until after these presentations. • All responses to questions asked during the conference will be unofficial, will not amend the RFP,and may not be relied upon by interested Offerors. Official responses will be provided to written questions which are submitted to the RFP Lead by 11:59:59 pm MT, June 4, 2012. All timely received written questions will be answered in the form of an amendment to the RFP, which will be posted to IPRO (the Idaho eProcurement System). • If you have any questions regarding the specifications, including the State’s Standard Terms and Conditions, the Special Terms and Conditions, the Solicitation Instructions to Vendors, or any other requirements or specifications in the RFP, you need to address those during the question and answer period (which ends June 4, 2012).

Offerors which condition their proposal on the state’s acceptance of alternative terms and conditions, or Offerors which state in their proposal that they do not agree to the terms, conditions, requirements or specifications contained in the RFP will be found non-responsive, as provided in the RFP document. • Interested Offerors are advised to read RFP02458 carefully and thoroughly. • Proposals may be submitted manually or electronically via IPRO, the state’s eProcurement System. If submitting manually, Business and Scope of Work and Cost proposals must be sealed separately, and identified as provided in the RFP document. Offerors are reminded to include a State of Idaho Signature Page (with manually submitted proposals), with an original handwritten signature. Manually submitted proposals must be accompanied by an electronic copy (CD or USB). • Proposals will first be reviewed to ensure that they meet the mandatory requirements of the RFP. • All written questions with their official responses, the pre-proposal conference sign-in sheet, and this Power Point presentation will be posted to IPRO as a part of Amendment 1.

  4. Overview of scope of services and goals of the Project Multiple Idaho State Licensing Boards are interested in obtaining a new licensing and management system. The Boards which intend to participate are: The Board of Dentistry The Board of Medicine The Board of Veterinary Medicine The Board of Pharmacy The Bureau of Occupational Licenses (IBOL serves 29 separate Boards and Commissions) The new system will: • Replace all of the essential functionality of the existing licensing systems at the participating agencies with a robust, scalable, customizable system that is driven by business rules. • Provide automated support for the major business functions: licensing and license renewal; examination programs; inspection programs; communication; financial; as well as investigations, complaints, discipline, enforcement; and pre-litigation. • Migrate boards and convert data.

  5. Overview of scope of services and goals of the Project (ctd.) • Facilitate remote access, maintain historical data, provide data integrity edits, and support one-time entry of data elements. Support workflows associated with the standardized business processes via electronic data/paper storage via imaging, ticklers, tracking and alerts driven by business rules. • Meet State standards for system security and access, system administration. • Include End User and Administrative level training. • Enable licensure applicants and licensees to conduct a wide variety of business activities with the State securely via the Internet. • Generate routine auto correspondence (without the need for human intervention). • Provide standard reports and ad hoc reports customizable by the end-user. • Provide the ability to support ad hoc user inquiries regarding a variety of information. • Support the ability to communicate with licensees and the public electronically (web and e-mail). • Maintain all system documentation and online help.

Overview of scope of services and goals of the Project (ctd.) • Provide a guaranteed 99% uptime, with real-time support. • The system must include components for Administration, Boards, All Aspects of Licensing, Inspections, Investigations, Discipline, Financial Tracking, and Web Interfaces for the public and secure transactions. We are looking for a robust enterprise solution which will meet the needs of the multiple boards, and provide the best value to the state. We’ve asked for pricing for a Base System, as well as pricing for options and alternatives. Proposals will be evaluated and scored based on responses to the technical requirements, as well as the cost for the Base System; however, we are also interested in options and alternatives, beyond the Base System, which would be available from the Successful Offeror, and we encourage all interested suppliers to provide creative solutions (beyond the required/evaluated Base System) to meet the needs of the State.

Your question must also be submitted in writing, in order to receive an official answer, which will be posted to IPRO as an amendment to the RFP, along with all timely received written questions and the State’s responses. Any oral responses provided at this Pre Proposal Conference are unofficial, and may not be relied upon. RFP02458 may only be amended by a written amendment posted to IPRO.
