  1. Youth Council of Warsaw

Short background Warsaw – the capital and the biggest city of Poland had no sustainable system of cooperation with youth, There was a lack of consultations between the local authorities and the young generation, Not only the local authoritities didn’t ask for the youth opinions, but also the youngsters where often not really interested in the local policy and the things that are going around them, There was a need of building some kind of bridge between them.

  3. YOUTH COUNCIL OF WARSAW • brought into existance by the resolution of the Council of the Capital City of Warsaw dated on 22.10.2009, • Works from 28.01.2011 (pledge of councillors of the 1st term), • YCW is the advisory-consultative executive and administrative power of the Warsaw Authorities in youth cases, • YCW assembles young representatives of the city from all the parts of Warsaw and supports their actions, • members of the YCW are the elected representatives of Youth Councils of Districts (2 teenagers from every district), • currently YCW congregates 21 young councillors.

  4. Youth Council is still spreading With each year more and more districts have their local youth councils, We hope that soon Youth Council of Warsaw will have representatives from the whole city.

THE AIMS OF YOUTH COUNCILS • Promotion of the idea of a civil society, • Dissemination of the principles of operation of the local government in teenagers community, • Integration and cooperation of the youth communities in a city or in each district, • Taking up actions to meet the needs and expectations of young inhabitants of the city or district, • The organization of an active youth participation in a public life.

  8. ACTIONS OF YOUTH COUNCIL OF WARSAW • „Youth-friendly City Hall”, • the survey about the state of school sport infrastructure, • Scholarships for social activity, • WI-FI at schools, • Animators for Youth Councils in each district, • „European Identity” project

Youth-friendly City Hall The primary aim of the project ‘Youth-friendly City Hall’ is verifying to which extent officials are prepared and disposed to help the youngest generation for example in facing up to all the bureaucracy during making our first ID. During the project young councillors are going to check, if the web-sites of all the offices in our city allow to face up all the office procedures. Also we are going to put the emphasis on how the offices indeed are fulfilling their duties towards young inhabitants of the Capital City of Warsaw.

  10. WI-FI IN SCHOOLS One of the first initiatives of YCW was a promotion of a wireless internet not only in the centre of Warsaw, but also in all public schools in the city. This project is much more demanding, because it means the installation of specialized equipment for „no cable” Internet access in hundreds of educational institutions in the capital city. That is why it means higher costs and the need for intensive work. „If you have succeeded in accomplishing this initiative, it would be great. Wi-Fi is like a blessing.” Rafał Kowalski, 16 years old

Scholarships for social activity One of the many ideas of YCW was providing the scholarships for social activities for high school pupils.Each student, who would like to apply for this scholarship, should have an outstanding achievements in pro-social activities during the past 12 months and with their actions support local community of the Capital City of Warsaw and of course contribute to their development.

Fighting for sport infrastructure • After many fruitful discussions YCW decided on the necessity of carrying out the surveys investigating the state of sports infrastructure in schools in each district of Warsaw. • Currently we are working on the development of proposals from questionnaires filled out by teachers of physical education. „I am pleased that this survey is carried out. Perhaps after your intervention, and examining the situation in schools, something will change.” Joanna Pielak, 17 years old

  13. The objective of the meeting of European cities’ youth councils’ representatives was to create a group of socially-involved young people willing to cooperate and share their experience. European identity – let’s shake it! FCG workshop’s goal was to give an opportunity to the participants to come up with ideas of projects that could be realized and financed within the framework of Youth in Action program. The workshop gathered participants from across Europe. The represented countries were Slovakia (Bratislava), Ukraine (Kiev, Kharkiv), Poland (Bydgoszcz, Warsaw, Poznań, Lublin), Slovenia (Bratislava), (Lubljana), Netherlands (Rotterdam), Czech Republic (Praha). Together they reflected on what it actually means to be a young European today and what is the European identity for us. Future City Game was chosen as a methodology of the workshop.   14. ANIMATORS FOR YOUTH COUNCILS OF DISTRICTS Another idea of the YCW was to help Youth Councils of Districts. Councillors debated about the problems bothering their neighbourhoods. YCW decided to send a request to the Council of Warsaw about granting money for animation of the YCD, which would completely solve the internal problems of these councils and allow them to work more efficiently.

  15. IDEAS FOR FUTURE • The domestic and international cooperation, • Promotion of youth councils in Poland and abroad, • Creation of the Education Committee, • Lockers in schools, • The pursuit of compliting current projects.

  16. PROBLEMS • Too small youth commitment, • Lack of promotion and interest from the authorities, • Low authority in councils, • Lack of opportunities for the cooperation with some of the YCD.
