    2. Chronology of Wisconsin Events: September 2003 No Child Left Behind Act of 2001 (NCLB) Title III Regulations DPI & WIDA partner states create ELP Standards (grade clusters: K-2, 3-5, 6-8 and 9-12; language domains: listening, speaking, reading and writing) ESEA Consolidated Application

    3. 2003: Interim AMAO Targets Stakeholders including DPI & WIDA ESL/Bilingual education professionals Cut scores set on the four ELP instruments (using performance standards as guides) Local data on past performance from LEAs Research review on attaining full proficiency (5-7 year timeframe by Thomas & Collier, 2000 & 2002)

    4. 2003 Interim AMAO Targets: 90% of LEP Level 1 students will progress by one language level in one year. 90% of LEP Levels 2-4 will progress by at least ˝ language level in one year. 90% of LEP Level 5 students will become fully proficient in one year.

    5. Assessment Instruments: Identified four state-approved English Language Proficiency (ELP) assessments in 2003 LAS IPT Woodcock-Munoz MAC-II

    6. 2005-06 School-Year ACCESS for ELLs® is adopted as the statewide ELP assessment Individual Student Enrollment System (ISES) Implemented Stakeholder meeting to discuss AMAO targets in April 2006 (initial dialogues to revise targets)

    7. Spring 2007 ELL Advisory Task Force and AMAO Focus Group meetings Reviewed student ELP growth using two years ACCESS for ELLs® Recommend revisions for AMAO targets and cohort descriptions

    8. July 2007 AMAO determinations for 2003-04, 2004-05, 2005-06 and 2006-07. Submit reading and mathematics achievement results for former LEP (newly Level 6) students. Inform LEAs and Consortia of AMAO status. Require LEAs to inform parents if they have not met AMAO targets.

    9. June-August 2007 Office of Educational Accountability and Content & Learning Team collaboration Analysis of 2005-06 and 2006-07 matched ACCESS for ELLs® and WKCE results WDPI submitted new AMAO Targets and cohort description

    10. August 2007 Revised AMAO targets and cohort description: AMAO 1 Progress in English language acquisition: 50% for ELP Levels 1-4 Six Cohorts (K-2, 3-8 & 9-12; ELP 1-2 and 3-4)
