Preparatory phase: criteria for proposal selection • Excellence, capacity to increase performance and attractiveness of the European Research Area; capacity to offer an excellent service to users from the research community and support for innovation at the European level • Impact, real catalyzing effect of the EC action; additionality effect of the EC action; impact of the new RI on a sustainable development of Europe • Implementation, feasibility and adequacy of preparatory phase; due consideration of the RI project life-cycle; commitment of partners and quality of project management

  15. e-IRG meeting in Dec 2005 under UK-presidency • Synergy with ESFRI Expert Group on Computing and Data (Supercomputing issues etc) • Task-Force on Integrated Data Management • New Task-Force to address requirements for a more advanced and stable service-provisioning model of grid-based e-Infrastructures

Production Grid-RI: current service provisioning model • Based on two core projects (EGEE and DEISA); others enhance, expand or use the basic infrastructure that the above projects provide • Strong role of some user-communities (HEP, biology etc); new user communities can only join within the limited resources, structure, duration and support of above projects • Current EC-funding model/instrument reaching its limits in view of the continuous enlargement of the core projects (geographical expansion, more and more organisations…)

Long-term preservation of current service provisioning model poses important challenges as community enlarges • Non-optimal pace of integration of new user-communities, pooling of resources, know-how transfer across scientific disciplines • Non-optimal use of infrastructure across different application fields • High turn-over of key-personnel (in many cases leaving Europe) due to short employment/project cycles

A more advanced, stable & pervasive service-provisioning scheme for grid-based e-Infrastructures is proposed • Establish Grid-service centres • On local, regional or other appropriate level – the EGEE federation & local service scheme provides a useful paradigm • To operate production grid e-Infrastructures for a wide range of application communities • To provide, in addition, training and support to users • Implement a more stable funding scheme independent of (short in general) project cycles • To function as one-stop-shop service points in the use of grid-based e-Infrastructure • To promote interoperability among infrastructures and harmonized policies in their use (e.g. AAA, resource-sharing) • To promote collaborations with industry (based on the stable operational environment they support)

  19. A more advanced, stable & pervasive service-provisioning scheme for grid-based e-Infrastructures is proposed • Separate infrastructure-operation and infrastructure-policy concerns: • Grid-service centres to focus on operational, administrative and training aspects • A high-level committee of national representatives could steer the process on political level and provide long-term strategy and support – theGÉANT Policy Committee scheme provides a useful paradigm • Effort requires to put emphasis on strong National Grid infrastructures and relevant commitments by Member States and the Commission A broad discussion on the topic is launched through the e-IRG Task Force

The EGO proposal • Appears to address core objectives of a new service-provisioning scheme • Its success depends on how well it addresses broad community needs (i.e. the support the broader Grid community in Europe is prepared to give to it) • Support broad range of applications • Easy integration of present and future (National etc) Grids • Interoperability with other international Grids… • Critical is the parallel evolution of National Grid infrastructures and initiatives • Much work is needed on both the technical and the political level

  21. Implementing the EGO • The new service-scheme is a high political profile issue and has to be highlighted accordingly on the political level • Of particular importance the works of the e-IRG Task Force on the new service model – the Task Force and the e-IRG need to adopt a clear position on the new service scheme • The financial resources for e-Infrastructures in FP7 will be critical for the EU to support a new service scheme • An EGO proposal will have to pass through a selection process • Options that the “New” and the “Continued” FP7-schemes provide need to be carefully evaluated (as well as the selection criteria in each case)
