  4. Recycling is a Solid Waste Management Priority • State regulation priorities: Reduce, Re-use, Recycle, Dispose • The County Solid Waste Plan prescribes curbside recycling

  5. Desired Service • Survey respondents • The most frequent comment was to “Start” or was supportive of curbside recycling. • Town of Coupeville • Contracted service to roll out in coming weeks

  6. Desired Service, 2 • Comments to the WUTC • 31 of 41 comments were complaints that no curbside recycling is available • WUTC recommended implementation of recycling service

  7. The Proposal • Creates County Code that adds Every-Other-Week curbside recycling to residential trash collection subscriptions. • Adds the cost of recycle service to residential trash subscriptions.

  14. Who is affected? • Single family subscribers of trash service in unincorporated Whidbey Island • Does NOT affect those who: • Self-haul trash • Already have recycle service

  15. Added Cost • WUTC reviews tariff proposal • WUTC Approves or Adjusts • Expected to be $11.00 / mo.

  16. Individual Options Unincorporated Whidbey • Noted: Less restrictive than in Cities • City ordinances required all to have trash and recycle service • Keep Curbside Trash & Recycle Service

  18. Options, 3 • Self-haul trash & recycling • Will continue to be least expensive option • Proposal is not to preclude access to self-haul facilities

  19. Adjusting Service Level • Trash service subscribers, non- or partially recycling, can downsize service when moving half of its volume to the recycle cart. • EXAMPLE: FROM 2 cans/wk $25.12/month TO 1 cans/wk at $17.35/month $ 7.77 Saved Recycle Service (est.)- 11.00 $ 3.26 Increase
