  1. Unlimited Access Partnership – U Pass The University of South Florida And HARTline

  2. 2002 to Present • USF and HARTline negotiated original contract that put us in partnership by fall semester 2002. • The same year USF, Parking and Transportation Services was given approval to implement a $2.25 per credit hour Transit Access Fee. • Payments are based on per ride rate. At the start the rate was $.45 but has increased twice to $.75 for students and $.50 for staff with a $.25 fare collected. • We have a $412,600.00 annual ceiling.

  3. Two for the Price of One • Our students enjoy two transit options for the price of one. They pay a per credit hour fee and have fare free access to both the Bull Runner and HARTline. • Both are 100% ADA accessible • Both have front mounted bike racks. • The Bull Runner offers frequent circulator service in and around campus. HARTline extends fixed route service to the entire county.

  8. Summary • This Partnership has provided an exceptional, county wide service for USF Students, Staff & Faculty. • Negotiations have transitioned smoothly with good communication between HART and PATS. • Costs are justifiable for the level and type of service that is offered.

  9. To the Future • USF would benefit from a level fee rather than a per ride fee that is assessed monthly. • More marketable • Easier to budget • Better accountability is needed for ridership. • USF will need to have more input on HART route design on routes that primarily serve the campus.
