  3. Brief Introduction to the Asia-Pacific Seminar on Climate Change (AP Seminar)

Asia-Pacific Seminar on Climate Change • A regional forum for Climate Change policy makers (Governments, IGOs, NGOs, Academia & Business) • Exchange of views and experiences, information on successful country practices. • Emphasis on policy discussion, promotion of regional cooperation and networking.

Asia-Pacific Seminar on Climate Change(2) • Building upon 16 years’ Experience to promote regional cooperation on climate change and other related areas • Dynamism of discussion is driven by active participation by countries, especially developing countries • Though, the Seminar serves as an informal exchange forum, impacts on countries’ policy making and int’l cooperation activities are becoming fairly big

CO-BENEFITS APPROACH …?

Promoting Co-Benefits Approach to AQM and Climate Change (rationale) “Co-benefits” In addressing environmental and socio-economic needs in different field, more than single benefit is associated, and such co-benefits (win-win) may drive efforts, attracting larger attention and resources. Climate Change Air Quality Management Co-Benefits

  9. Promoting Co-Benefits Approach to AQM and Climate Change (rationale) Primarily, reduction of Air Pollution Substances and GHGs together, but further than this.. Example of Co-Benefits • Larger Involvement of Stakeholders (CC=global, and AQM=close to local ) • Introduction of new technologies without “lock-in effect” in development planning • Cost Effectiveness, and additional finance (such as Clean Development Mechanism, or Energy Efficiency) • Associate Socio-Economic Impacts are larger

Current Status of Co-Benefits Approach in the Asia-Pacific Region Co-benefits as a key regional driver in the Asia-Pacific region • So far, active engagement of • Local Governments (e.g. ICLEI member cities) • Some development assistance agencies (e.g. USAID, in support of USEPA)has been recognized and, shows further potentials for others • Japan is also promoting co-benefits approach in the development planning and cooperation context GHG mitigation Air Quality Management AQUM has Increased visibility of global benefits (CC Mitigation)in the local and national context

A Message from the 16th Asia-Pacific Seminar on Climate Change • Collaboration btw AQM and CC communities may provide additional benefits for both. • AQM community may utilize current dynamism of climate change efforts, including finance/Tech Transfer thru CDM. • Coordination may be important, when working on policies, programme, and projects. • In the AP region, integrating AQM and CC efforts into development activities are crucial.(sometimes involvement of National Developing Planning Agency may help).
