  2. What is PPCD? • Stands for Preschool Programs for Children with Disabilities. 

  3. What is PPCD? • PPCD programs are not limited to a self-contained room in which students with disabilities are cared for all day. 

  4. What is PPCD? • School districts offer a full continuum of services to educate young children with disabilities.

  5. What does “3 is 3” mean? • Children who have been identified as in need of special education services prior to age three, must be provided services on or before their third birthday. 

  6. What does “3 is 3” mean? • An Admission, Review, and Dismissal (ARD) committee meeting determines these services.

  7. How does a child qualify for PPCD services? • Children qualify for PPCD services through the special education referral process. 

  8. How does a child qualify for PPCD services? • The ARD committee determines if the child is eligible for services and what those services should be by constructing an Individual Education Plan (IEP) for the child. 

  9. How does a child qualify for PPCD services? • Individuals who suspect that a child may have a disability should contact their local school district or call Reach and Teach at 1-888-480-KIDS.
