  3. Background • Begins April 2013 • Realigns HROs to the Major Commands • Remaps all DON civilian personnel data and executes 150K personnel actions for mass realignment. • All changes occur simultaneously across DON

  4. Important Dates • 23 Mar – Moratorium begins on routine RPAs • 25 Mar – Last EOD processing date • 19-28 Apr – DCPDS DOWN –Emergency RPAs ONLY • 29 Apr – DCPDS Restored • 05 May – First EOD processing after transition

  5. Emergency Actions Following may be submitted between 23 Mar – 18 Apr directly to HRSC. OCHR Director approval required 19-29Apr. • Pay Corrections • All Type Separations • Transfer out of DON • RTD from Non-Pay • Placement in Non-Pay and/or Non-duty Actions not listed shall be submitted to Command’s Director Civilian Personnel Programs (DCPP) for approval

  6. Impact • Promotion RPAs for 24 Mar, 07 Apr, 21 Apr, 05 May cannot be processed as normal • No Award RPAs 23 Mar- 28 Apr • No EOD processing 7 Apr- 4 May • Graduation Pick-up actions affected • What if system is not restored 29 Apr?

Recruiting RPA Plan • Start Dates (EOD’s) and Recruiting Incentives • Identify and process all EOD and incentive paperwork due 24/25 Mar - send to HRSC-SE before 21 Mar • Announcement Requests • Identify and process all announcement requests for the period of 22 Mar through 18 May - send to HRSC-SE before 21 Mar • Commands required to submit to NACC NLT 11 Mar

  8. Recruiting RPA Plan (Cont’d) • USA Jobs functions • No impact to functions within the USA Jobs or USA Staffing systems • VRA, SCH A, Wounded Warrior submissions • NACC will continue to accept during moratorium and will process upon resumption of DCPDS

Career Management RPA Plan • Promotion • Identify and process all promotions due 22 Mar – 5 May - send to HRSC-SE ASAP • Award/Change Action • Hold awards received 22 Mar-28 Apr until 5 May • Separation/Transfer/Pay/RTD/Non-Pay • Process IAW OCHR guidance • Graduations • Indentify grads 21 Mar – 5 May and coordinate pick-up action with gaining HRO/Homeport
