Development & Update of the LANL ISM & 10 CFR 851 Program • The existing LANL ISMS Document was out of date (2003) • The ISMS Document was updated to reflect new organization, new initiatives, e.g. Contractor Assurance Office, Employee Driven Safety Committees, etc. • Document developed with wide Laboratory participation • The new ISMS document follows the approach contained in the DOE ISMS Manual (DOE M 450.4-1) • The 10 CFR 851 Worker Safety and Health Program was embedded into the ISM document. • Approval from LASO obtained on May 17, 2007

Integrated Work Management Improvements Maintenance and Site Services Organization has developed IWM Implementation Procedures for services, operations, maintenance and modifications which supports the LANL Conduct Of Maintenance Program AP Work 1 through 5 issued 11/07 cover work screening, planning, scheduling, performance and closeout. ISD has been developed for Research and Development Work New contractual requirements (Exhibit F) for subcontractors have been developed which include requirements from LANL’s Integrated Work Management Program

Value of a Human Performance Program • 39%of LANL ORPS reportable events have Human Performance as a contributing cause • From last 2 years of LANL data • Average cost of a reportable event is ~ $40-50K • Lost time and effort • DOE 1997 estimates were that costs for each ORPS significant event exceeded $1,000,000 • Human performance an issue in virtually all injury and security incidents

Approach to HPI Implementation • Aggressive Schedule – Lab wide engagement • 100% of Group Leaders and above completed HPI Training • Management Commitment – FY 07 and ongoing • Communication Plan - FY 08 • Workforce Engagement - FY 08 • Training and Education – FY 07 & FY 08 • Some has already started, Causal Analysis, PBL, HPI for Managers • Tools and Process Development – FY 08 through FY 09 • Causal Analysis • Injury and Incident Prevention/Investigations • Work control • Procedure Development

VPP Status at LANL • LANL has committed to DOE to implement the Voluntary Protection Program by September 1, 2009 • Employee-driven Worker Safety and Security Teams established at the institutional, directorate and 92% of division levels • We have VPP mentors in place from: • PNNL – Pat Wright • Kansas City @ Kirkland – Dave Hutton • INL – Bowen Huntsman • For more information visit our web site at: http://int.lanl.gov/esh/vpp/

VPP Steering Committee • Mission is to improve safety performance by providing direction, support, and oversight of the implementation of the LANL Voluntary Protection Program. • Membership of the committee will include a representative from at least four Directorates • They are chartered to: • establish and maintain appropriate funding and ensure management commitment for VPP • champion selected VPP elements • achieve VPP recognition on behalf of the Laboratory

  15. Worker Safety and Security Teams • Mission: Improve safety and security at LANL through direct involvement of all people performing work on behalf of the Laboratory. The WSST is key to the implementation of VPP • Recent Successes • Established a Traffic Safety Committee Subteam • Sponsored June as Traffic Safety Month with Director’s support • Issue a weekly safety message through LINKS • Developed guidance for all WSS Teams • Completed a Lab-wide VPP Survey • WSST is engaged in the establishment of institutional ESH & Security goals for the institution with the AD for Facilities • Established a Glovebox Safety Committee Subteam

ISMS Revitalization- Next Steps • Improve ISMS training to focus on Guiding Principles • Emphasize line and employee ownership of ISM at all levels • Engage line organizations in the development of ES&H goals • Continue to implement Human Performance Improvement, Voluntary Protection Program, Behavior Based Safety, and Performance Based Leadership • Implement improvements to the Integrated Work Management Process • Work with CAO to develop annual ISMS assessment criteria and reporting process

  18. 851 Program– Ongoing Actions • Active Management of the 851 Corrective Action Plans • Work with the PAAA Office on 851 Issues • Provide support to the ES&H Managers on 851 walk-downs • Provide support for 851 flowdown requirements for subcontractors • Continue to identify opportunities for improvement through program assessments and other inputs
