Understanding barriers to participation • Legal, ethical, financial and organisational • Balance the needs of ‘users’ with ‘service providers’ • Rules of Engagement recommendations that fit the ‘collective’ vision of EOSC • How high do we want to set the barrier to participation? • High, ie, small number of potential service providers? • Low, open market for all? • Mixed/tiered, ie dependent on the types of services? Principles of Engagement - Steps so far • Wide but shallow review of 20 potential Service providers, based on public documentation • e-Infrastructures • Domain specific RIs, including ESFRIs and EiroForum orgs • Commercial vendors (ie Amazon Web Services) • Other initiatives bound by Charter • Deeper analysis of 7 potential Service providers (direct interview) • EGI, PRACE, EUDAT, OpenAire • ELIXIR, SeaDataNet • AWS The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no. 739563

Questions analysed (User and Service Provider perspective) Service Providers Users • What is the procedure to include a service provider? • Are there minimum criteria to include service providers (legal, technical)? • How are criteria presented? • Is there a review of services? Are service providers self-declared? • Types of services • Obligations of user’s organisations in accessing those services • Is there an evaluation process to assess user requests? • Pricing policy for users The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no. 739563

Findings so far Service Providers Users • Variation in the type of services provided (hardware, data, both) • Variation in organisation type and sustainability of the infrastructure/project (country-sustained, project-sustained, etc) • Variation in how they integrate service providers • Variation in how the services run by providers are evaluated and monitored • Variation in pricing policy • Variation on rules users/ users’ organisations have to adhere to (by cloud providers, by data providers) • Variation on the way users’ requests are evaluated (by committee, service agreements, no evaluation) The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no. 739563

Additional conclusions and comments from Tallin workshop • EOSC will be built on existing credible services and infrastructures. eInfracentral designing a framework for EOSC service catalogue, EOSC-hub will build interoperability between eInfrastructures and Reseach Infrastructures. • Provenance of data important • Harmonization of all access policies is challenging, but definition of 2-3 access types to which services could be categorized should be feasible The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no. 739563

More from Tallinn workshop • Barriers: Policy on network layer, issue when transfer data between private providers using the research network (GÉANT). • Agreement must be reached between service providers on kind of information shared about users • EOSC as inclusive as possible from service provider point of view: Minimum set of principles to be set for all providers, additional set of principles for those who want to go further The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no. 739563

What are we moving towards • Principles of engagement of service providers in the various infrastructures are different and adapted to the type of services that they are offering. • Necessary to integrate results with the work of EOSCpilot Services WP on service providers - ongoing • Next steps: we will examine a range of possible Principles across all levels and covering themes such as • Service quality/metrics • Terms of Use • Inclusion in a EOSC Service registry, etc • We are running further consultations of experts (service providers, users) The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no. 739563

EOSC governance and Member States • Support the building of EOSC, declaration has good topics although not all MS have official position on it yet. • Importance of involvement of Member States and Associated Countries in the governance and decision making of EOSC • Funding model(s) and instruments need to be clarified • ERAC Standing Working Group on Open Science and Innovation as vehicle for discussion between EC and MS on EOSC • Wise use of resources, not duplicating things already done in other initiatives • Clear focus on interoperability on all layers (policy, organizational, semantic, technical) MS to agree on mechanisms for interoperability with support of EC to obtain sustainability of EOSC • ESFRI forum, e-IRG and RDA important stakeholders for EOSC The European Open Science Cloud for Research pilot project is funded by the European Commission, DG Research & Innovation under contract no. 739563
