  1. Thinking Global Acting Local

  2. Is there a role for local based organisatons in delivering programmes to erradicate fuelpoverty in Ireland?

  3. I considered re-titling my presentation: Thinking Local Acting Local

  4. but drawing lessons from the evolution and history of community based energy organisations in Scotland over the last 25 years

  5. I think a more appropriate title would be: “They Paved Paradise And Put up a Parking Lot” -source: Joni Mitchell, Big Yellow Taxi

  6. We will erradicate fuel poverty by using local initiatives, using local people, going door to door, going street by street, targeting, and doing all the work

  7. Home Energy Conservation Act Home Insulation Scheme Universal Home Insulation Scheme Community Energy Saving Programme

  8. Local Initiatives – once upon a time local projects in Scotland • McSense • Microcon • Scarf • TIG • LEEP • Shetland Heatwise • Heatwise Glasgow • Stirling Heatsave • Heat Dundee • Heatcare Edinburgh • Heatwise Dumbarton • Heatwise Fife • Highland Heatwise • Keeping Orkney Warm

  9. Local Initiatives – projects still goingsome have changed name • Scarf • TIG • Change • Works • Shetland Heatwise • Wise Group • Solas

  10. Local Initiatives still providing integrated energy service • Solas

  11. Why? • Money • Managing Agents • Mixed Objectives

  12. E-factor • SOP • ESSOP • EEC • EEC 2 • CERT • CESP • … ECO

  13. Now have more money available in the UK for investment in energy efficiency so why are these organisations disappearing?

  14. Big Business

  15. Vertical integration Managing agents Suppliers Installers

  16. Procurement

  17. Increasing popularity of bundling public sector contracts into larger units to get economies of scale benefits works against small businesses and CBOs

  18. Price

  19. What Price?

  20. publically listed companies shareholders profits leave the community Vs community based organisations profits stay in the community

  21. What is the target? Is it - • fuel poverty eradication • CO2 emission reduction • reducing consumption • increasing competition

  22. Energy efficient homes that are warm, dry, and affordable to heat!

  23. need to go beyond limited impact / low tech / cheap measures: • External wall • Renewables

  24. CBOs lack • experience • expertise • skills • knowledge

  25. to be part of the solution • CBOs need • support • finance • protection

  26. If we want CBOs to be part of the solution then we need to empower communities

  27. Otherwise Irish CBOs will go the way of many Scottish community based energy projects

  28. They will disappear

  29. “you don’t know what you’ve got till its gone” - Joni Mitchell, Big Yellow Taxi

  30. Thank you
