DS-12Global Carbon Observationand Analysis DS-12 Global Carbon Observation and Analysis Definition Develop a comprehensive (atmosphere, ocean, land) global carbon observation and analysis system in support of monitoring based decision-making and related environmental treaty obligations (Climate Strategic Target). Increase the operational monitoring of major ecosystems on land on an annual basis, including properties such as carbon estimates of vegetation and soils based on remote sensing and sampled in-situ observations using internationally agreed standards (Ecosystems Strategic Target). Develop a comprehensive (atmosphere, ocean, land) global carbon observation and analysis system in order to provide reliable information in support of decision makers and the compliance with related environmental treaty obligations.

DS-12Global Carbon Observationand Analysis Deliverables Current Deliverable: An integrated global carbon observation and analysis system (e.g. establish carbon budgets at different scales; improve global observation networks of CO2, CH4, isotope ratios and exchange fluxes; develop geo-information tools, databases and models integrating carbon reservoir and flux data; foster the use of space-based greenhouse gas observations and consolidate data requirements for the next-generation GHG monitoring missions). Very comprehensive! Not just one deliverable! Detailed deliverables to be fully discussed with a wider relevant community.

DS-12Global Carbon Observationand Analysis Deliverables Priority Actions (tentative - 1) • Support to GEO secretariat, decision makers and relevant international community (providing advice on carbon observations). • Creation of a Carbon portal linked to the GEO Portal. • Identify gaps in the current coordination of the global observing systems. • Produce a catalogue of current observation systems and datasets. • Provide a coordinated set of harmonized global carbon information based upon existing observations. • Development of an integrated Carbon Cycle Data Assimilation System (CCDAS) ingesting data from multiple data sources at different scale, including satellite observations. • Define an optimal observational network design for an operational Global Carbon Observing System.

DS-12Global Carbon Observationand Analysis Deliverables Priority Actions (tentative - 2) • Routine provision of GHG data and products (e.g. CO2 and CH4 - usual L0 to L2 products but also some cases L3 and L4 products) from current spaceborne missions / instruments such as TANSO (GOSAT), SCHIAMACHY, AIRS, IASI. • Gap analysis related to the current & future GHG-related missions • Definition of the CEOS activities in response to the GEO Carbon Strategy report. Leads (Members and/or Organizations, tentative): Task CL-09-03 participants willing to continue + GEOCARBON consortium + CEOS community + any other relevant projects and institutions (to be identified).

DS-12Global Carbon Observationand Analysis Related 2009-2011 Work Plan Progress (based on input/slides from participants) 2010 successful year for Carbon (CL-09-03) in GEO: • Carbon Community of Practice operational • GEO Carbon Strategy published • Carbon Showcase/Video in Beijing • The Global Carbon Observation and Analysis System (CL-09-03) mentioned as one of the emerging GEOSS initiatives in the Beijing declaration • Very good cooperation among CL-09-03a, b and c tasks • CEOS CTF

DS-12Global Carbon Observationand Analysis Re-organization of 2009-2011 Sub-tasks: which sub-tasks support the new Task • CL-09-03a: Integrated Global Carbon Observations (IGCO) • CL-09-03c: Global Monitoring of GHGs from Space • CL-09-03b: Forest Carbon Tracking Now fully included in DS-11 (Global Forest Observations) Links and coordination between DS-11 & 12 to be formalized.

DS-12Global Carbon Observationand Analysis Re-organization of 2009-2011 Sub-tasks • Currently task organization and partnership is under review toward the transition to the 2012-15 Work Plan. • Effective contacts between CL-09-03a and CL-09-03c communities are already ongoing. • In principle the activities already planned for 2011 will continue and the activity planned from 2012 onward will be embedded in the new Work Plan.

  10. DS-12Global Carbon Observationand Analysis COCOS (EC – FP6) - Coordination action Carbon Observing Systems COCOS Final Conference: Carbon in a changing world 24-26 October 2011, FAO, Rome. Participants: COCOS partners, GEO community, EC, relevant international institutions Aims: Present the latest scientific developments in understanding the global carbon cycle Present an overview of the building and implementation of a Global Carbon Observing System for land, oceans and atmosphere Identify progress and gaps in obtaining politically meaningful estimates of regional carbon budgets on land and ocean Take stock of the GEO Carbon Tasks CL-09-03 and provide a final input to the GEO 2012-2015 (Carbon) Work Plan before the GEO VIII Plenary.

DS-12Global Carbon Observationand Analysis Resources / Partnership GEOCARBON (EC – FP7) Operational Global Carbon Observing System • Last FP7 Call: ENV.2011.4.1.1-1 Integration and optimisation of information for building a Global Carbon Observing System • Funding: 6.5M€ • Duration: 3 years • Start: September 2011? Main objective: • Support the implementation of the GEO Task CL-09-03 by coordinating the development of an operational Global Integrated Carbon Observation and Analysis System, building on the experience of previous and current related projects funded by the EC and national and international programmes.

DS-12Global Carbon Observationand Analysis GEOCARBON Specific objectives • Provide an aggregated set of harmonized global carbon data information (integrating the land, ocean, atmosphere and human dimension) • Develop improved Carbon Cycle Data Assimilation Systems (CCDAS) • Define the specifications for an operational Global Carbon Observing System • Provide improved regional carbon budgets of Tropical South America and Africa • Provide comprehensive and synthetic information on the annual sources and sinks of CO2 for the globe and for large ocean and land regions • Improve the assessment of global CH4 sources and sinks and develop the CH4 observing system component • Provide an economic assessment of the value of an enhanced Global Carbon Observing System • Strengthen the effectiveness of the European and global carbon community participation in the GEO system.

  15. DS-12Global Carbon Observationand Analysis Issues and Gaps CL-09-03 past focus: mainly on science and lower on policy. During the 2012-2015 Work Plan the Global Carbon Observation and Analysis System shall be able to Increase the information role in support of decision makers by 2015: • by providing reliable information in support of decision makers and the compliance with related environmental treaty obligations. • by promoting an independent monitoring, reporting and verification system (at national and regional level) for CO2 serving decision makers (climate target).

DS-12Global Carbon Observationand Analysis Issues and Gaps • Resolution of C-budgets: spatial and temporal resolution (from Global to regional - and national? level) to be increased • Uncertainties of C-budgets: to be reduced (reliable data for decision makers) • Not only CO2: consider other GHG gases; promoting innovation and standards for measuring CH4 and N2O (not carbon!) from space, in situ and models • Soil carbon • Fires emissions • Carbon in Inland Water (from STC workplan comments)

  17. DS-12Global Carbon Observationand Analysis Overlaps / Synergies with other Tasks • Relationships between DS11 (Forest) & DS12 (Carbon): carbon is not scientifically separated from forests. Coordination is needed. • DS-13 Global Ecosystem Monitoring: the carbon component of DS-13 can be covered by DS-12: same definition (for what concern carbon) taken from the ecosystem target. • DS-04 Ocean Monitoring: carbon (pCO2)
