Overview This presentation describes the inspector’s use of the State Water Boards Storm water Multi Application and Report Tracking System (SMARTS) SMARTS has been developed to provide an online tool to assist dischargers in submitting: Notice of Intent No Exposure Certification Notice of Termination Annual Reports Viewing/printing Receipt Letters Monitoring the status of submitted documents Viewing their application/renewal fee statements

Inspection Tab The Inspection Tab in SMARTS is used for tracking site visits of regulated and unregulated sites Records of inspections are created in SMARTS for performed/completed inspections only Inspectors will enter the following information Inspection type Inspection date Follow up actions.

  4. Violation Tab The Violation Tab in SMARTS is used for tracking all violations associated with one WDID Inspectors will enter the following information: violation source in the Construction General Permit violation type Other pertinent details supporting the violation.

  5. Enforcement Tab The Enforcement Tab in SMARTS is used to document the enforcement action resulting from one or more violations at a project site Both formal and informal actions are documented in SMARTS Inspectors will enter the following information enforcement type violations details corrective actions/responses received from the discharger.

  6. Filing System Physical files folders for each construction Notice of Intent are created and kept in the Regional Board office These files should include site information such as: Address Owner contact information Contractor contact information These files will also include: Inspection correspondence copies Violation correspondence copies Enforcement correspondence copies
