Prologue & Objectives • "Russia's innovation potential is potentially greater than that of most other countries at comparable levels of GDP per capita thanks to substantial science base and a well developed education system in science and technology. • Yet indicators of actual innovation activity remain low. There is striking imbalance between the public sources devoted to knowledge creation and the observed outputs in terms of innovation. • Closing this gap constitutes one of the major challenges for Russian innovation policy. The key to success is in deep Revision of Economical regulation, creating healthy business environment

SEZ Regulation & benefits Federal Lawfrom 22.07.2005г. №116-ФЗ“About SEZ in Russian Federation“ Advantages offered for the OEZ residents • Friendly administrative environment, simplified bureaucratic procedures (single window) • Engineering, communications, social infrastructures being created with Federal budgeting • Tax shelter for social and property spheres • Special FREE custom regimes are being applied Expected over 20-30% expenses benefit for residents.

Over 180 resident companies. • 4 - innovation zones, • 2 - manufacturing zones, • 7 - tourism & recreational zones, • 3 – port zones • 2 - old zones of the 1990's, the Kaliningrad SEZ and the Magadan Additionally, four gambling zones are to be opened

GOALS for TECHNICAL INNOVATION SPECIAL ECONOMIC ZONES • The most democratic and well developed is Dubna SEZ and 80% ICT dedicated To create domestic points of motivation, where it is possible for a talented scientist and engineer to find himself To increase Russian presence in the markets of high – tech products To raise culture and attractiveness of investing into high – tech branches of Russian economy

Conclusion There are new good opportunities possible: • Open direct presence of your business in Russia in SEZ (huge investment >3-4 mln.$) • Join the innovative ICT business cluster already resident in SEZ Dubna with symmetrical incubation in Spain, Latin America (minimal investment and even possible governmental support for matchmaking and startup processes)
