L C C I Research FICCI’s Task Force Report on National Security & Terrorism-2009 Says: • “Water is a very serious issue for Pakistan and India. • Channelizing water for irrigation and power can seriously pressurize Pakistan.” And that’s why on LCCI’s Initiative FPCCI has Mandated Formation of: “PAKISTAN WATER FRONT.” KARACHI, December 19, 2009

L C C I Research Pakistan Water FrontObjectives:- • To Tackle an Issue of Vital National Importance • To Create Nationwide and International Public Opinion To:- • Stop India From Water Theft and Exploitation of Our Rivers • Force India to Adhere to the Indus Water Treaty • Lend Support to Government Efforts to Tackle the Issue with India • Depoliticize The Dam and Reservoir Issue in Pakistan.

Current Water Situation in Pakistan L C C I Research • Water Availability Decreased from 5,000 Cubic Meters per capita in 1950s to 1000 Cubic Meter in 2010 (WAPDA). • Water Availability per capita Ranks Last Amongst Asian Countries (FAO). • Pakistan is Becoming a Severely Water Stress Country.

L C C I Research India’s Water Weapon Under IWT-1960: • India cannot Stop or Interfere with water of our Western Rivers (Chenab, Jehlum, Indus) But • In Case of Baghiliar Dam on River Chenab, India did not Meet IWT Provisions of Sharing Information & Withheld our 0.2 MAF Water. Baglihar Hydro Project

L C C I Research India’s Water Weapon • India is Building a Huge Storage Capability (National River Linking Project) with a Cost US$120 Billion to be Completed in 2016 with Following Features:- • Diversion of 178 cubic km Water-from North to South • Including 3,000 Storage Reservoirs • 14,000 km of Canals (Source: IWMI) • Resulting in Conflicts with Neighbouring Countries Including China, Bangladesh & Nepal.

L C C I Research India’s Water Weapon • India has Disputes with; • Bangladesh over Farraka Barrage • Nepal over Mahakali River • China over YalongTsangpo River& • Pakistan over IWT so • What can one Expect from a Country which Stoops to Lowest Level of Immorality by Stealing Water and Blocking Rivers to Turn Agricultural Lands of its Neighbour Barren?

  14. L C C I Research We Need to Reverse the Present Situation • In order to achieve goals of sustainable development , our energy mix in 2040 should be: • Hydel 70 % • Thermal 30 % • It will considerably reduce the cost of Electricity & • In 2040 we can have electricity tariff lower than today.

L C C I Research Way Forward • Implementation of IWT in Letter & Spirit. • Sharing of Complete Information Regarding Water Flows as per the Article VI of IWT. • Installation of Telemetry System on Rivers by International Agencies. • Compensation of 0.2 MAF Water stopped at Baglihar. • Protection of Water Shed in the Upper Reaches (J&K) of Western Rivers. • Time Bound Resolution of Differences and Disputes. • Technical & Financial Assistance for Development of Water Resources Particularly Hydro Electric Projects.

L C C I Research Role of Business Community • The business community of India through FICCI threatened Pakistan’s Water Security • Now, it is obligatory upon the Business Community of Pakistan to counter this threat And for this: • The whole business community of Pakistan should participate in this national cause • All Chambers of Pakistan should own and support PWF as their project • Every Chamber should establish a PWF Coordination Unit in their organization and appoint a focal person for coordination among ourselves
