  2. The knowledge of regional effects of climate change is important for development of adaptation strategies • The rate of regional changes may be higher than the global average. Thus, geographical position makes countries highly vulnerable to climate change. The work program should address regional vulnerability to climate change. • Significant data have been collected by national observation networks. These data are important to development reliable projections of climate change and form the basis for national adaptation strategies. The work program should enhance development of national observation systems. • The national adaptation strategies should build on reliable projections. The work program should facilitate development of regional short-, mid- and long-term projections and models as the basis for sound decisions and relevant adaptation strategies. The efforts should be undertaken to reduce the uncertainty of projections.

Adaptation of national economy Based on national circumstances, the vulnerability of economy to climate change may vary from country to country • Industry (enterprises and oil and gas extraction and transportation pipelines); • Energy (power plants and power transmission facilities); • Municipal and construction facilities (foundations of buildings, bridges and other constructions); • Transport (existing and planned roads, railway systems, airplane runways etc.) • Water management, agriculture and forestry (changes in precipitation and water regime); The work program should address the vulnerability of national economies to climate change. The ways to improve adaptation measures in various sectors of national economies should be proposed.

  4. The national adaptation strategies should build on the knowledge of on-going global and regional climate changes as well as the effects on national economies. Therefore, the work program should provide for: • Enhancement of national systems for observation and data collectionto reduce uncertainty of data and improve general knowledge on climate change and its consequences for national economies and human society; • Development of reliable short-, mid- and long-term projections based on data that comes from national observation networks; and • Identification of vulnerable regions and sectors of economy and propose the approaches on how to improve their adaptation capacities on national and regional levels.
