General InformationMissouri Housing Trust Fund • The Trust Fund was created in 1994 to help meet the housing needs of very low-income households • Serve persons at or below 50% of area median income (AMI) with 50% of the funds must be used for persons at or below 25% AMI • Funded by the set-aside of $3 recording fees on all real estate documents filed in the state of Missouri

  9. Rental Assistance • Eligible Uses: • Rental Assistance • Current month’s rent only • Ongoing rental subsidy for permanent housing • Participants required to pay 30% of gross income • 10% Administration Fee

Application Submission • The deadline for application is September 5, 2014, 4:30 p.m. MHDC-Kansas City (no exceptions). • Hard-Copy Application • Submit original hard-copy of the application and all required supplemental documentation in a 1-inch, 3-ring, hard-covered binder. • Electronic Application • Submit the completed Excel application(.xlsx ONLY) to ci.applications@mhdc.com. Both a Hard Copy and Electronic version of the application must be submitted

  13. General InformationHousing First Program • Established in 2011 by Community Initiatives Department • Serve persons at or below 50% of area median income (AMI) • Supported by Missouri Housing Development Commission Fund Balance

  14. What is Housing First? • Housing persons in crisis before other services or treatment begins (aka rapid re-housing) • Provides a link between housing and other services, but participation is strictly voluntary • Will provide support and assistance to those who are chronically homeless

  21. What Is a Continuum of Care (CoC)? • The Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act) amended the McKinney-Vento Homeless Assistance Act. Among other changes, the HEARTH Act consolidated the three separate McKinney-Vento homeless assistance programs (Supportive Housing program, Shelter Plus Care program, and Section 8 Moderate Rehabilitation SRO program) into a single grant program known as the Continuum of Care (CoC) Program.

Program Components • Permanent Housing (PH) • Defined as community-based housing without a designated length of stay in which formerly homeless individuals and families live as independently as possible • Transitional Housing • The transitional housing (TH) project component may be used to cover the costs of up to 24 months of housing with accompanying support services • Supportive Services Only • The supportive services only (SSO) program component is limited to recipients and sub-recipients providing services to individuals and families not residing in housing operated by the recipient

  27. Match Requirements • All eligible funding costs, except leasing, must be matched with no less than a 25 percent cash or in-kind contribution • No match is required for leasing • Match must be met on an annual basis • In-kind match • Third party services

Timeline • NOFA: Mid 2015 • Project Applications Submitted for 2014: Fall • Technical Submissions: Due within one month of the date received from local HUD field office for new projects only, and for renewals with changes. • Site Control: Required within one year of conditional award letter. This is a statutory requirement and cannot be extended. • Operating Start Date: For new grants, the first day of the month in which the grantee or sponsor begins incurring eligible costs.
