Why have a code? • City’s ambition to have a world class cycle network, £9.2m plus of funding • Barrier, relationship between different types of users causes conflict - even fear • Code of Conduct provides advice which will help: • Engender mutual understanding and respect between all road users • Make motorists, pedestrians and cyclists more aware of one another • Take the first steps in establishing a climate of mutual courtesy and care. • Contribute to a reduction in road related accidents, an increase in cycling and walking and a reduction in road congestion

Code Principles • The UK Highway Code - responsibility for safety is shared between all road users • Many of us are cyclists, motorists and pedestrians – the vast majority exhibit good behaviour • Much conflict is due to misunderstanding of the rules of the road and each other’s needs • Must be seen and understood to be fair, rational and understandable - without blame

Action Plan 1 • Creative and well-planned long term change programme with • effective leadership • engagement, involvement and support and commitment of road users • a prolonged and consistent communications campaign • encouragement of good conduct through education and training • enforcement and correction of poor conduct balanced against recognition of good behaviour •  Recurring barriers to success – we will need • Better appreciation and understanding of the Highway Code • More law enforcement • Better planning of journeys and leaving sufficient time for journeys • Less distractions from other people, other activity and technology • Less over-confidence and carelessness • More empathy for the needs and rights of other road users • More cycle training

Action Plan 2 • The action plan is in four stages • Stage 1 - Developing awareness of the Code, need for it, action plan and rules of the road • Stage 2 - Building understanding and commitment to the Code of Conduct • Stage 3 - Providing experience of best practice in accordance with the Code of ConductStage 4 - Encouraging continued improvement of road conduct • An aspirational programme - funding is a key issue
