  2. What is the FFM? The FFM: • Is a coordinated model designed to support young people to reengage or stay engaged through accessing their FLO entitlement. • Employs a FFM Coordinator to manage the FLO process and liaise between the schools, young people, their family and community partners and to ensure ICAN reporting and accountability requirements are met. • Employs a PT case-manager for FFM students through Mission Australia.

  3. How is the FFM funded? Through 40 FLO enrolments & ICAN seed funding across 7 DECS High Schools: • Christies Beach • Willunga • Seaford 6-12 • Morphett Vale • Reynella East • Wirreanda • Aberfoyle Park • Hallett Cove • Coordinator – inter school & across agency • Mission Australia Case-Management • 40 TRT days and T&D

Southern ICAN Across Agency Flexible Funding Model (FFM) FLO Funding + in-kind support An ILP is developed with all key partners which articulates how funding will address barriers with a retention outcome. Rationale for mandated service unable to support provided as part of the ILP. The ILP will then determine what services and or learning provision are required. These are engaged and funded through the case-management process in consultation with key partners. School liaison person, young person and caregiver identify barriers to engagement for retention & explore eligibility for the FFM. The school sends a FLO referral form to the FFM Coordinator and a FFM case-manager is engaged. FFM Management Team School Based options Funding supports access to address the barrier as identified within ILP Disability services Counselling - Suicidal ideation, depression, drug & alcohol, relationship, family mediation Hearing/Vision impairment Dyslexic association tuition Community based authentic learning Life coaching Learning support materials SBNA – Work ready resources Community Based Learning Program Tutoring – accelerated learning Transport support VET Short course

FFM Project Officer role • Based at Christies Beach High School • Support in practical implementation of FLO • EDSAS • Attendance • Record keeping • Provide avenues for resulting under SACE. • Ensure ICAN requirements are met. • Enhancing relationships between schools and community services. • Problems-solving and providing support for • engagement for schools and community services.

Willunga High School - A schools perspective • Early Identification. – process began late 2006. • Contact and Engagement • Final Selection - needed to determine relative cost for school in terms of enrolling students as FLO or as mainstream. • Partnership with Mission Australia • Regular meetings between school and case managers to discuss students’ programs and progress – very fluid and interesting to map and account for! • School Flexibility – able to utilise funds to support programs within school i.e. IceFactor or tutoring.

  7. Willunga High School - A schools perspective • Issues - monitoring attendance and keeping EDSAS accurate very difficult due to fluid nature of ILPs • the pressure of establishing ILPs for all students and having Young People actively engaged in programmes in the first few weeks of 2007

Willunga High School - A schools perspective • Planning for 2008 – identifying FLO Young people for 2008. • discussion with MA re current clients and their potential pathway • Contact with families of current FLO enrolments to discuss suitability of 2008 enrolment. • Prioritising students. • Constructing timetable which provides for all our school enrolled students and determining staffing needs. • Lower priority students’ enrolment will be determined by census figures and our ability to guarantee whole school programmes. • Establishment of a FLO position within the schools staffing.

  9. Mission Australia’s Case-management • Mission Australia is the provider of youth services in the City of Onkaparinga. Onkaparinga Youth Services (OYS) consists of 3 youth centres (The VOLT, Southern Youth Xchange and Reynella Enterprise and Youth Centre). OYS facilitates a range of programs through local, state, federal and philanthropic funding • Specialised Youth Case Workers are employed to: • Engage disengaged young people, build trust and rapport. • Provide one-to-one support based around their social, emotional and personal needs. • Support the development of each ILP (in partnership with the school) • Provide outreach services • Address barriers that stop them engaging in school/learning

  10. Mission Australia’s Case-management Mission Australia works closely with schools to: • Develop/review an ILP for all young people • Provide monthly attendance/contact records • Regular feedback about student’s progress • Tracking of all expenditure

Mission Australia Case-management - Outreach capacity • The Outreach model enables MA to travel to the young persons home, school or work with them in the community. • We can also transport young people to appointments and programs to assist with the initial hurdle of just ‘getting there’ • An outreach model enables the youth worker to engage with the young persons family and further assess the environmental factors contributing to the students disengagement. • The workers often provide an initial level of family intervention and then a referral to an appropriate family services where required.

  12. The Value Add • Mission Australia also provides specialised tailored programs across the region to meet the needs of the current case load. Some of these programs are: • Cooking for Life • Toolworks • Red to Green • Speak for Yourself • Enterprising Girl/Gripp • Keep it Real • Stoked • These programs are SACE accredited

  13. The Value Add – In-kind • Mission Australia has a range of other services that add value to the work we do with young people. This includes: • Corporate Relationships (Luxottica, Vodaphone YPC Program etc) • Value add services (internal Mission Australia but externally funded) e.g. Reconnect, JPET, Soundcore, Recreation programs, Personal Development and Engagement Programs • Onkaparinga Youth Service programs and centres aim to provide youth friendly spaces for young people to move through programs at their own level of development to gaining self-efficacy and independence through education, training and or employment pathways.

  14. Accredited Outcomes • SACE units: • Total = 60 Units • Senior Students = 54 Units
