There is possibility to submit electronic documents within official e-mail of the Register of Enterprises: info@ur.gov.lv • At the same time there is other possibility to submit documents within online site. We have unified home page for all state services: www.latvija.lv • Individual shall search home page www.latvija.lv for concrete e-service; • Individual can log-in through the link on home page of the Register of Enterprises.

  3. The Electronic Documents Law is general law regarding online registration. This law determines the legal status of electronic documents and electronic signatures. You can read this Law on site www.likumi.lv. Alllaws on this site are in Latvian but under them there is link to English version: http://www.likumi.lv/doc.php?id=68521 • There are other special laws that regulate electronic registration – law “On the Register of Enterprises of the Republic of Latvia”, The Commercial Law, Associations and Foundations Law.

The Register of Enterprises accepts the folloving formats of electronic documents: • text format; • Open Document Format (ODF) Office Applications; • Office Open XML file format; • Portable Document Format (PDF) or Portable Document format for long-term storage (PDF/A); • digitally compressed and encoded in the image (JPEG, TIFF and PNG) format. • Additionally we accept also the following file formats: • for a structured text – DOC*, RTF; • for electronic charts – XLS*. *MSOffice 2003 or older version.

Submitting documents within online site • You can submit registration documents via your e-mail, if you have secure electronic signature; • You can submit registration documents via online site, if you have secure electronic signature and internet bank; • In order to receive reference there is no need for electronic signature but is needed internet bank. Online form (webportal) service allows creating both an application for registration of new merchant, enterprises, organization or contract, and application for registration of changes, reorganization, insolvency, liquidation and termination of contract. • This service includes the following actions: - to fill and to sign applications; - to pay state fees; - to submit documents in the Register of Enterprises and to receive answer; - repeatedlysubmit documents, if there is decision on postponing of registration.

Preparation of the Application After client is logged in site www.latvija.lv he can access his account, where he has several options: • New registration application; • Incompleted requests (they are started but unfinished requests which are saved for 30 days and can be continued for this period of time); • Received services; • Applications for signing.

  8. Then client shall select way, in which he wants to receive answer: • on portal (answers will be available for download in section Received services); • by e-mail; • by post; • in person.

  9. Next step is to enter data and to add necessary documents, which may be signed by electronic signature on card. • Service offers several extra opportunities: - to view similar names of the companies; - to load personal data of individual who authenticate the service; - to verify data of legal person and, if data is correct then load its name. Signing and submitting of the Application • Within the service there is system, which guarantees that unauthorized individual cannot access to the created applications and sign them. • Signing the application client must use electronic signature with time stamp. • The service is provided with the opportunity to pay state fees for registration and for official publications. • Client shall not change size of state fee. The service shall be continued only when all necessary payments have been made and there is confirmation of bank on successfully completed payment. Client gets information about this action in his e-mail.

  11. Examination of the Application and Receiving of Answer Types and forms of the receiving of answer are dependent on client: • if client selected to receive documents on the portal or by e-mail, then answer (decision of the State notary, registration certificate, Articles of Association) shall be prepared electronically and signed by with secure electronic signature and time stamp; • if client selected to receive documents by post or in person, then answer shall be prepared in paper format.
