INTRODUCTION While Mao Zedong and his ideas seem headed to the dustbin of history, the new emerging historical hero in China was Deng Xiaping, who led the reformation of China's economy into the powerhouse it is today. Deng called himself a communist and claimed to support communist principles of state ownership and the rule of workers and peasants, but he was a supreme pragmatist as far as his view of China's economy and China's economic role in the world. His most famous quote was "It doesn't matter whether a cat is black or white, so long as it catches mice," by which he meant it didn't matter whether the economy was based on communist or capitalist principles so long as it produces wealth and progress.

Modernization SINCE it’s first exposure to the west during the Opium War of 1840, the Chinese have searched for the secret of modernization within their own country. Many tried, and failed, leaving China only farther behind. But in the view of an increasing number of Western specialists, one leader has finally succeeded: Deng Xiaoping. Mr. Deng's triumphant orchestration of the 13th Chinese Communist Party Congress earlier this month only confirmed the widely held view that it is he, rather than Mao Zedong, who may prove to be the more significant historical figure. ''Mao was one of the great unifiers, but in the end he was a disaster,'' said A. Doak Barnett, a professor of political science at Johns Hopkins University. Mao and Mr. Deng joined the young Chinese Communist Party in the early 1920's in a historical accident. Both were searching for a way to end China's weakness, and the Russian Revolution of 1917, which brought communism to the region, seemed the best answer. But during the last two decades of Mao's life, in the Great Leap Forward of 1958, in which 25 million to 30 million people died of starvation, and then in the Cultural Revolution, Mao was never able to reach a modern China as he had envisioned. The disaster of those years eventually freed Mr. Deng from strict Communist rules and allowed him to begin moving China away from its Soviet-style, centrally planned economy. Under Mr. Deng's guidance, the Communists have abolished Mao's cherished rural communes, returning to private family farming, and the economy has grown 8 percent a year, six times the recent average rate in Eastern Europe. He has reversed Mao's policy of national self-reliance/isolation, opening China to the world so rapidly that its foreign trade has quintupled in the last eight years. This has given Beijing hard-currency (money) earnings that surpass those of the Soviet Union and the Eastern European countries combined. As Mr. Deng looks outward today, the appealing new model is China's rapidly growing Asian neighbors - Japan, Taiwan and South Korea - that have combined economic entrepreneurship with tight political control. Today, China's economic growth leads the world and many economists think the country may have the world's largest economy by 2050, surpassing the United States. Deng, however, proved as relentless an opponent of democracy and civil liberties as was Mao. Deng, as well as his successors as Chinese leaders, have kept a strong leash on any movements toward more freedom or democracy for the Chinese people. In today's China, economic freedom does not equal political or social freedom. Who should be remembered more- Mao or Deng? Why?
