Commission Purpose & Objectives NATIONAL STATISTICS* • 1 in 5 children ages 13-18 have, or will have a serious mental illness • The average delay between onset of symptoms and intervention is 8-10 years • Suicide is the 3rd leading cause of death in youth ages 10 to 24 • Approximately 50% of all lifetime cases of mental illness begin by age 14 and 75% by age 24. *National Alliance on Mental Illness; www.nami.org and National Institute of Mental Health; www.nimh.hin.gov

Commission Purpose & Objectives ORANGE COUNTY DATA (2013 to Present) • 2,283 psychiatric hospitalizations ages 0-17 • 15,273 school suspensions and 27 students expelled • 1,148 children in child welfare out-of-home care • 20 suicides ages 11-24 (2014) • 8% of children reported thoughts of suicide • 7,520 arrests for children under 17 y/o • 2,250 felony arrests • 84 children were less than 10 y/o

Commission Purpose & Objectives • Current system is fragmented and disjointed • Difficult to navigate for parents and young adults • Mental health problems often co-exist with other social factors such as poverty and substance abuse • Data collection is fragmented making incidence, prevalence and outcomes hard to measure

Orange County Youth Mental Health Commission Established on August 26, 2013 Implementation Team – April 2014 • ORIGINAL COMMISSION OBJECTIVES: • Determine state of mental health system for children and youth and families • Develop effective strategies and initiatives to improve the mental health of children and young adults in Orange County • Identify financial sustainability options for an optimized system of care • Identify attitudes towards youth mental health IMPLEMENTATION TEAM OBJECTIVES: • To determine how to implement the Commission’s recommendations within Orange County IMPLEMENTATION TEAM CHAIRS: Richard Morrison – Florida Hospital William Sublette – Orange County School Board

Initiated Recommendations WRAPAROUND EXPANSION • Awarded Department of Children and Families Reinvestment Grant expands target population to 13 and 14 year olds • Awarded $4 Million Substance Abuse and Mental Health Expansion Grant to extend services to age 21 • Sustaining current Wraparound Orange efforts with County GR LAW ENFORCEMENT TRAINING • Crisis Intervention Team – Youth Training • Trained over 200 officers, including 110 school resource officers August, 2014 to current • Focused on increasing use of civil citation and reducing arrests

Initiated Recommendations COMMUNITY ACTION TEAM (CAT) – LEGISLATIVE ACTION • Awarded to Aspire Health Partners – serving adolescents ages 11-21 COMMUNITY NAVIGATION SYSTEM • Robust Data Base – Procurement in process • Creates a virtual central point of access for families • Referrals and access to service system in real time MOBILE CRISIS TEAM • 24/7 Crisis Response for youth and families – began August 17, 2015. • Diversion from out of home placement

18. Next Steps RECOMMENDATIONS The new system of care be developed and implemented in phases: Phase 1: Developing the system design and implementation using current resources. Phase 2: Further development of the system with new resources. Phase 3: Full implementation of the system envisioned by the Commission with full resources needed.
