  4. Background analysis (and criteria) • Economic efficiency • Environmental Effectiveness • Legal issues • Political considerations

  5. Review of the Directive • Developing Government position: • What needs to change in the current Directive? • What message do we want to send?

  6. Criteria for linking • Coming out of analysis • Likely to take into account: • MRV • Stringency • Different designs and possible fixes • Certainty

  7. Other linking work: • Engagement with other countries, e.g. USA (federal and state level), Japan, Australia etc • Sharing experience and providing advice • Encouraging others to take on board schemes capable of linking
