Background • Call for proposal launched in October 2013 • Agreement signed on 9 April 2014. • The selected team: • Insee (coordinator), Istat, ONS, Statec • 2 international experts (IE): Sylwia Grudkowska (Poland), Agustin Maravall (Spain) • With the help of the JDemetra+ Development Team • NBB and BundesBank • And of the User Group • 8 countries: Finland (chair), Austria, Croatia, Denmark, Portugal, Slovenia, Sweden, Turkey, ECB, Eurostat.

  4. An important investment • A 2-year project of 520,000 € with a Eurostat Grant for 470,000 €. • 1000 working days (Partners + IE): 2.5 FTE on 2 years. • 5 Work Packages (WP)

Global assessment of the SACE GOPA, Assessment of the three existing CoE - Final report, February 2016 “Summing up one can state that the SACE has already achieved the overall goal of knowledge transfer and has created high impact for the whole ESS as well as for other institutions interested in seasonal adjustment.” SACE 5

  6. Testing and documentation • JDemetra+ 2.0.0 officially released on 2/2/2015 • Huge testing by SACE, partners and SAUG • Large scale testing, functional testing, reproducing national SA processes. • Complete documentation available • Quick start guide, user guide, reference manual • Next version, JD+ 2.1.0, should be released soon.

  7. Migration to JDemetra+ • Migration to JD+ guidelines released in 12/2015 • Institutes already using JD+ (at least partialy) • At least 42 institutes (from Helpdesk posts) • Statistics Finland, Insee, Statec, Eurostat, OECD, WIFO Austria, National Bank of Poland, CBS Croatia, CBS Latvia, INE Portugal, Statistics Denmark, National Bank of Belgium etc. • Institutes planning/studying the transition to JD+ • Istat, ONS, BundesBank, ECB, Statistics Turkey, INE Spain etc.

  8. Helpdesk • Opened on the CROS portal on 20/06/2014, and quite active • Some statistics as of 11/03/2016 • 132 questions, 42 institutes

  9. Transfert of Knowledge • Trainings for SA users • Complete material (slides, exercises) available from SACE web site • Trainings given at ELSTAT, INE Portugal and in the ESTP framework. • Training for developers • 2 trainings organized at Eurostat for European countries

Hackathon sessions • The objective of these sessions is to provide guidance to develop plug-ins ….. • ….. and therefore to increase the developer community • 2 sessions have already been organized with the User Group. Main outputs: • Better knowledge of user’s requirements • First plug-in developed (quality report for Eurostat)

The New Call for Proposal • 3-year contract • Eurostat financing for a maximum of 450,000 € • Contributes to a maximum of 95% of the total cost • Main fields of activity • Knowledge sharing • Testing • Support of SA practitioners • Monitoring and reporting • Plug-Ins • Training, Coaching and Technical Assistance

  12. Next steps • INSEE will prepare a proposal with several partners (deadline April 22nd) • Possible members: • “Old ones”: INSEE, ISTAT, ONS • Other institutes interested to contribute: • Latvia CBS, INE Portugal, NBB.
